Speaking at the event, Associate Professor, Dr. Nguyen Thi Lien Huong – Deputy Minister of Health said: Up to now, it has been 66 years since the article “Patriotic Hygiene” by President Ho Chi Minh was published in Nhan Dan newspaper on July 2, 1958, his simple advice still retains its value and has profound meaning for the work of taking care of people's health. Uncle advised that we must consider disease prevention, care and protection of people's health as one of the most important tasks: “Prevention is better than cure”, “Everyone from old to young, men and women who are patriots must pay attention to hygiene and health maintenance” …

Since then, his ideology and guiding viewpoints have been inherited and implemented over the years. The Party and State have always paid attention to, led, and directed all levels, sectors, and organizations to widely deploy the Patriotic Hygiene Movement to improve people's health with many contents on preventive medicine, ensuring clean water, environmental sanitation, food safety and hygiene, and disease prevention towards the goal of “For a healthy and sustainable Vietnam”.

Patriotic Hygiene Movement to Improve People's Health – A Familiar and Pervasive Mark
In particular, on June 19, 2012, the Prime Minister issued Decision No. 730/QD-TTg to designate July 2 every year as “Patriotic Hygiene Day to Improve People's Health”. On November 26, 2012, the Prime Minister issued Directive No. 29/CT-TTg on implementing the Patriotic Hygiene Movement to Improve People's Health, which directed “Implementing the Patriotic Hygiene Movement to Improve People's Health is the responsibility of all levels, sectors, each unit, and each citizen”. The Prime Minister assigned the Ministry of Health as the focal agency to coordinate with ministries, sectors, and People's Committees of provinces and cities to be responsible for implementing the contents of the Directive.
According to Associate Professor, Dr. Nguyen Thi Lien Huong, the Patriotic Hygiene Movement to improve people's health has entered its 12th year, the name of the Movement has become a familiar mark, bringing about remarkable positive changes.

Over the past years, the Ministry of Health has coordinated with ministries, departments, branches, localities, the Central Committee of the Vietnam Fatherland Front and socio-political organizations to regularly organize the implementation of the contents of the Movement and launch the campaign in response to the annual “Patriotic Hygiene Day to improve people's health” according to priority topics to solve urgent hygiene issues related to health. The Movement has received consensus and positive response from the people and has achieved many important and encouraging results.
The community's habits and behaviors regarding personal hygiene and environmental sanitation have fundamentally changed: the rate of people washing their hands with soap has doubled after 10 years of implementation; 96% of commune-level health stations have clean water and hygienic toilets, an increase of nearly 12% compared to 2012.
The rate of households with hygienic latrines has reached 82%, in particular, the Northwest, Northeast and Central Highlands are the three regions that have reached over 72% of households with hygienic latrines. The work of ensuring clean water, personal hygiene, environmental sanitation, food safety and hygiene, labor hygiene and prevention of occupational diseases, hygiene in medical facilities and educational facilities has been gradually improved. These results have contributed to significantly reducing infectious diseases causing epidemics in our country.
The practical activities of the Movement have also contributed to supporting the achievement of the goals of the National Target Programs on New Rural Construction and related programs and projects at the central and local levels.
In recent times, ensuring clean water supply, environmental sanitation, and waste management in medical facilities have been among the priority activities of the Ministry of Health and localities and are important contents of the Patriotic Hygiene Movement to improve people's health.
After 8 years of implementing the Green – Clean – Beautiful medical facility program, medical facilities across the country have implemented it synchronously, achieving many remarkable results in protecting the environment, reducing hospital infections, creating a comfortable mindset for patients, patients' relatives, medical staff, contributing to improving the quality of medical services and public health.

Most medical examination and treatment facilities across the country have provided enough clean water, have clean toilets, arranged trees, improved the environmental landscape, classified and recycled plastic waste, managed medical waste according to regulations… These achievements, in addition to directly contributing to improving the quality of medical facilities, aiming at patient satisfaction, also create positive impacts for the whole community in terms of hygiene and health promotion.
However, Deputy Minister Nguyen Thi Lien Huong also said that, besides the remarkable results, there are still shortcomings, difficulties and challenges. In fact, people's awareness and practice of hygiene and clean water use are still limited in some regions.
Environmental pollution, climate change, urbanization, and rapid population growth are factors contributing to the emergence of new diseases, increasing the risk of outbreaks of some endemic diseases related to clean water and sanitation such as diarrhea, hand, foot, and mouth disease, encephalitis, and dengue fever, directly affecting people's health. Many of these infectious diseases can be effectively prevented with vaccines and good hygiene habits. Therefore, it is extremely necessary to continue to maintain and widely implement the Patriotic Hygiene Movement to improve people's health in order to implement the teaching of beloved President Ho Chi Minh “Prevention is better than cure”.

The rally in response to the Patriotic Hygiene Day to improve people's health in Dak Nong province is an event of important social significance to enhance the role, responsibility and participation of Party committees and authorities at all levels, departments, organizations, and people of all walks of life in maintaining personal hygiene, environmental sanitation, food hygiene and safety, disease prevention and control; sustainably maintaining and replicating the Green – Clean – Beautiful medical facility model, contributing to improving social security, caring for and protecting people's health.
In order to promote the effectiveness and further spread the positive effects of the Patriotic Hygiene Movement to improve people's health nationwide in the coming time, implementing the contents of Directive No. 29/CT-TTg and the tasks assigned by the Government in Resolution No. 82/NQ-CP dated June 5, 2024, on behalf of the leaders of the Ministry of Health, the Deputy Minister of Health proposed:
– Firstly, the People's Committees of provinces and centrally run cities shall direct the Department of Health to preside over and coordinate with the Departments, branches, sectors, and the Provincial Fatherland Front Committee to develop plans, arrange funds, mobilize all resources to effectively organize and implement activities in response to the Patriotic Hygiene Movement in 2024 and the period 2025 – 2030 and integrate with related programs, projects and plans; organize emulation campaigns and competitions in response to the Movement in residential areas, schools, agencies and offices; organize timely encouragement and rewards for outstanding organizations and individuals; direct medical facilities in the area to participate in the “Green – Clean – Beautiful Medical Facility” contest according to the plan and instructions of the Ministry of Health.
– Second, central ministries, departments and branches proactively develop plans and direct the organization of practical activities in response to Patriotic Hygiene Day to improve people's health at agencies and units; strengthen the direction of implementing the contents and tasks assigned in Directive No. 29/CT-TTg.
– Third, member organizations of the Central Committee of the Vietnam Fatherland Front, the Vietnam Farmers' Union, the Vietnam Women's Union, and the Central Committee of the Ho Chi Minh Communist Youth Union have specific plans at each level to implement the Movement and respond to the Patriotic Hygiene Day to improve people's health; promote propaganda and mobilize members to respond to and participate in the Movement. Effectively integrate the implementation of the Movement with the campaign “All people unite to build a cultural life in residential areas” and other related programs.
– Fourth, press agencies closely coordinate with the Ministry of Health to propagate and provide complete and timely information on the importance of environmental sanitation, personal hygiene, food safety and hygiene, disease prevention and control, and health improvement; mobilize and guide people to raise awareness of hygiene and especially encourage the community to join hands in protecting the living environment and building clean, green and beautiful medical facilities.
– Fifth, schools, agencies, businesses, production facilities, and households are requested to proactively and actively carry out environmental sanitation work, practice good personal hygiene such as washing hands with soap and clean water; ensure food hygiene and safety, actively coordinate with the health sector in implementing campaigns to kill mosquito larvae, clean the living environment, and the surrounding environment in the community.

With the theme “Joining hands to build a Green – Clean – Beautiful medical facility”, on behalf of the leaders of the Ministry of Health, Associate Professor, Dr. Nguyen Thi Lien Huong, Deputy Minister of Health officially launched the first “Green – Clean – Beautiful Medical Facility” Contest with the aim of promoting the spirit of emulation, proactiveness and creativity of all medical facilities nationwide in implementing the Green – Clean – Beautiful Medical Facility Criteria. The Ministry of Health requests medical facilities to actively participate in the Contest, considering this as a content in the emulation movement towards the goal of improving the quality of medical examination and treatment and meeting patient satisfaction.
