The conference on the afternoon of August 23 was an opportunity for parents to reflect and share their thoughts and wishes about enrolling their children at Tay Mo 3 Primary School (Tay Mo Ward, Nam Tu Liem District, Hanoi).
Earlier, on the morning of August 21, hundreds of parents came to Tay Mo 3 Primary School to request the school to make the enrollment issue public. Among them, many were upset because they lived right next to the school, had household registration, but their children were not accepted, and did not know about enrollment information.
Parents gathered at the gate of Tay Mo 3 Primary School before the conference on the afternoon of August 23.
At the beginning of the dialogue with parents, Ms. Do Thi Thuy Ha – Vice Chairman of the People's Committee of Nam Tu Liem District affirmed: “Parents' wishes are legitimate and appropriate. We have reviewed everything, agreed on the plan and tried to accept all parents' wishes, so that their children can study at public schools in Tay Mo Ward.

However, we do not have the authority to accept because of the mechanism. The number of students is issued by the Department of Education and Training of Hanoi City, but parents have wishes after the enrollment period. Therefore, we must ask for opinions and report to the Department to supplement the quota. We will also review the conditions of facilities and teaching staff to meet the learning conditions.
Therefore, the earliest results of receiving 520 students to Tay Mo 3 Primary School will be on August 27th.
Representing the parents present at the conference, Mr. Le Duc Cong said: “I appreciate the quick intervention of the District People's Committee and relevant agencies.
However, in reality, not only this year but also in previous years, I wanted to apply for my child to study at Tay Mo Primary School, but the local authorities replied that the school was overloaded and my child had to study at Ly Nam De Primary School.
This year, we learned that Tay Mo 3 Primary School was going into operation, so we withdrew our application to transfer. However, when Tay Mo 3 Primary School officially went into operation, hundreds of parents received information that Tay Mo 3 Primary School would only accept students transferred from Tay Mo Primary School.
Currently, my child has to go to school 3-5km away, in the opposite direction, which is very inconvenient. So why not assign the children to go to school on the right route? There are people whose houses are opposite the school gate but have to give up their seats to students who are not on the right route to go to school.
Mr. Le Duc Cong, representing the parents, questioned.

At the meeting, Mr. Cong also asked the question: “Is a standard school more important or is social security more important?”
Mr. Le Duc Cong also shared: “When my child studied at Ly Nam De Primary School, there were 60 students per class, so we had to add desks in the middle of the aisle. Therefore, if Tay Mo 3 Primary School is not qualified to upgrade to high quality, I hope it will be temporarily suspended so that students can study, to ensure social security in the immediate future. This is not a dispute about entering Tay Mo 3 Primary School, but only the wish that my child can study in the right school and close to home.
We hope that the district will review the facilities of all three public schools in the area to properly and adequately route students. The education sector is overloaded, we sympathize, but we really want transparency in enrollment.”
Similarly, Ms. Nguyen Thi Tra My – a parent living in Tay Mo ward said: “Because the schools near my house are overloaded, I cannot apply for my child to study, so I have to let my child go to Ha Dinh Primary School (Thanh Xuan district), 12km from home, where my child's grandparents have permanent residence.
Talking about having to take her child to school far away every day, the impact on her child's health made Ms. My unable to hide her tears: “Every day I have to go to school 12km, my child gets sick several times a month. I still firmly believe that when Tay Mo 3 Primary School is completed, my child will be transferred to study near home according to the area of residence.
But the information that the school only accepts students separated from Tay Mo 1 Primary School, I feel very disappointed.”
Ms. Nguyen Thi Tra My – a parent living in Tay Mo ward sobbed and shared that her child had to go to school 12km away.
Responding to parents, the Vice Chairman of the People's Committee of Nam Tu Liem District said: “We sympathize with parents whose children are studying at Ly Nam De Primary School. Most parents pointed out problems such as: going the wrong way, going over a bridge, going over a train track,… all of which are inconvenient for primary school students.
We have agreed on a plan that all students of Ly Nam De Primary School with permanent or temporary residence in the area according to the zoning will be transferred to Tay Mo 3 Primary School, if they wish. However, this plan is still waiting for approval.”
A parent with two children studying at Ly Nam De Primary School asked the district leaders to clarify the plan for receiving and the number of students who will be transferred to Tay Mo 3 Primary School, and how many students will be transferred to Tay Mo Primary School.
This parent also requested clarification on the issue of transparency in enrollment, raising the question of whether or not there was a “cover-up” of information. Because the parent asked many places, including the school, but neither the principal nor the teachers had any information.
This parent was upset: “So, it is not that parents do not seek information, but that the information has not been made public. We hope that the leaders will look at the problem fairly, and if they are wrong, they will admit their mistakes…”.
After listening to the parents' discussions and questions, Ms. Do Thi Thuy Ha expressed: “We accept our mistake, because we have not handled it thoroughly and have not widely informed parents. We hope that parents will share with the locality because although there have been many solutions, recently, the urbanization rate is very fast, the mechanical population growth rate is also increasing rapidly, so the facilities cannot meet the demand immediately.”
Regarding the opinion that there was or was not a “cover-up” of enrollment information at Tay Mo 3 Primary School, the Vice Chairman of the People's Committee of Nam Tu Liem District said that everything was made public and transparent.
“The responsibility of the People's Committee of Tay Mo Ward is to inform the residential group, but the parents do not know. I accept the blame for having given instructions but not thoroughly handling the matter and not widely informing the parents,” Ms. Ha expressed.
According to Ms. Do Thi Thuy Ha, through the survey, the number of primary school students in the area has increased a lot, so there is a need to separate into 2 schools: Tay Mo Primary School and Tay Mo 3 Primary School. The People's Committee of Nam Tu Liem District also has a plan to receive all students of Ly Nam De Primary School to study at public schools in Tay Mo ward or neighboring areas.
Parents can't wait until August 27, when the new school year is approaching
Speaking at the conference, a parent expressed his wish that the district leaders would announce the results sooner, citing the reason that August 27 was too close to the new school year and parents did not have time to complete the procedures to transfer their children to another school.
One parent even said that the new school year is very close, but parents do not know which school their children will attend. Meanwhile, each school uses a different set of textbooks. If the school year is too close to the opening day and parents cannot prepare in time, will the school provide textbooks for their children?

However, the Vice Chairman of the District People's Committee said that this was impossible. “If the authority belonged to Nam Tu Liem District, I would answer right here. But the authority does not belong to Nam Tu Liem District, so we have to wait,” Ms. Ha explained.
Another parent suggested that there should be a communication channel between local leaders and parents so that the exchange can be clear and timely. However, Ms. Do Thi Thuy Ha said that the district will contact and notify parents through the collected phone numbers.
Some parents show pictures of flooded vehicles when taking their children to school every day, as well as crowded classrooms.
Mr. To Quang Long – a parent requested to check if there is a situation where students from far away areas are still able to attend the new school while parents living across the street are not allowed to attend.
Mr. To Quang Long is upset that his child cannot study near home.
Mr. Long was upset: “My family has a car, but I don’t dare take my children to school because I’m afraid of traffic jams. Why do families whose houses are only a few hundred meters from the school gate have to take their children to school far away, and why do families from other places have to go “diagonally” to Tay Mo 3 Primary School? I also know that some parents in An Khanh (Hoai Duc) even form groups so that their children can take the bus to Tay Mo and Tay Mo 3 Primary Schools. Meanwhile, our children have to go to school far away. This is unreasonable.”
Another parent also asked the district leaders to check the students who have been accepted to Tay Mo 3 Primary School to see if there are children from other districts studying in Nam Tu Liem district.
In response to the parents' request, Ms. Ha said: “We do not distinguish between registered residence or non-registered residence, but based on actual residence.”

After many comments from parents, Ms. Do Thi Thuy Ha said that she had noted the opinions and contributions of parents, and at the same time, would report to the Department of Education and Training to receive 520 students to study at primary schools in the area and neighboring areas, including Dai Mo Primary School.
“Currently, there are still many things to worry about before the new school year. We are also trying our best to stabilize soon. We will build a principle of accepting students to ensure openness and transparency with all 520 records of your children sitting here.
We also hope that with the current rapid urbanization, parents will agree and support us” – Ms. Ha affirmed and ended the dialogue.
Speaking on the sidelines of an interview with a reporter from the Vietnam Education Electronic Magazine, Ms. Van Anh, a parent whose child is studying at Ly Nam De Primary School, said: “The district leader said that we submitted our application to Tay Mo 3 Primary School after the enrollment deadline, but in reality we were not allowed to submit our application.

Before the children went on summer vacation, Ly Nam De Primary School sent a notice to parents to submit their applications and receive them at Tay Mo 3 Primary School. Then, on August 17, the homeroom teacher texted the parents again, saying that parents had to apply themselves and could not transfer automatically. Before that, the teachers said that parents could rest assured that children studying at Ly Nam De Primary School and Tay Mo Primary School would be automatically transferred…
After listening to the explanation of the Head of the Department of Education and Training of Nam Tu Liem District, I understood that the project was to split Tay Mo Primary School into two schools to reduce the workload for the school. However, why did we only know about it now? Before that, we also asked teachers and leaders, even the principal, but no one knew…”.
