Sharing at the conference, Associate Professor, Dr. Nguyen Duc Son – Rector of Hanoi National University of Education mentioned Conclusion No. 91-KL/TW of the Politburo on continuing to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training. It can be seen that Conclusion 91 is not only the orientation and direction for educational activities and tasks in the next school year but also the driving force of the education sector.
According to Mr. Son, the results achieved have confirmed that our fundamental and comprehensive innovation of education is on the right track, including issues that we were previously very concerned about regarding programs, textbooks, etc. This work has demonstrated the ideology, steadfastness, and unity of direction, creating favorable conditions for education and training to develop more and more with the policy of “education is the top national policy”.

According to the Principal of Hanoi National University of Education, teacher training institutions have closely followed the 2018 General Education Program and consider this one of the important bases for building and designing teacher training programs, which is reflected in the teacher training output standards.
Furthermore, almost all key pedagogical universities have opened majors and implemented training and fostering programs for teachers to teach new subjects such as Natural Sciences, History and Geography, etc. Thereby, contributing to providing a team of teachers for localities, gradually solving the difficulties of local teacher shortages.
Besides the same function as many other higher education institutions, Hanoi National University of Education, like many other pedagogical universities across the country, also has the core task of providing direct resources for the national education system.
Therefore, in order to help localities overcome the shortage of teachers, the school and many other pedagogical universities have actively opened training programs for single-subject teachers to convert to teaching integrated subjects according to the 2018 General Education Program, building training programs for the work-study system widely and regularly. This demonstrates the contribution of pedagogical training institutions in providing teacher resources for the national education system.
However, in reality, it is very difficult to have capital to invest, upgrade and maintain facilities for pedagogical universities at present. Therefore, Mr. Son expressed his hope that the State would pay attention so that schools have capital to invest and develop facilities to improve and ensure training.
“We are quite optimistic that in official documents from current legal documents, the draft Law on Teachers, one of the contents in Conclusion No. 91-KL/TW all mentions investing in pedagogical universities to have good facilities to meet high quality training for teachers,” Mr. Son expressed.
According to the Rector of Hanoi National University of Education, Decree No. 116/2020/ND-CP of the Government has been implemented for 4 years and has had a great impact on pedagogical universities. In fact, last year, the number of students who were national excellent students applying for direct admission to Hanoi National University of Education reached 300. Moreover, according to information from the Ministry of Education and Training, the number of candidates applying to pedagogical universities nationwide is also on the rise.
It can be seen that Decree 116 has created more motivation for students to choose to study pedagogical majors than before. However, the implementation of this Decree in practice still has some problems that pedagogical schools are working with the Ministry of Education and Training to find solutions to overcome.
Accordingly, to overcome difficulties in implementing Decree 116, Mr. Son said that it is necessary to switch from providing funding for pedagogical students right from the time of enrollment to reimbursing students after they graduate and are recruited by educational institutions.
This approach will create more flexibility in teacher training at teacher training colleges, helping to solve the problem of local shortages of teachers in many subjects in many localities today.
In addition, for localities, Mr. Son said that in the coming time, it is necessary to continue to pay attention to long-term and regular teacher training, promoting the ability to adapt to innovations of the teaching staff.
There needs to be a specific mechanism in training semiconductor human resources.
Also at the conference, Associate Professor, Dr. Nguyen Ngoc Vu – Director of Danang University expressed his views on training human resources for the semiconductor industry in the current context of globalization.
According to Mr. Vu, after the conference organized by the Ministry of Education and Training at the University of Da Nang in October 2023, an alliance of major higher education institutions was formed, including Hanoi National University, Ho Chi Minh City National University, Da Nang University, Hanoi University of Science and Technology and the Academy of Posts and Telecommunications Technology to deploy semiconductor chip human resource training. Since then, the schools in the alliance have actively implemented the opening of training majors, prepared staff and initial facilities to implement training in this key industry.

For Da Nang City, to become a center for training semiconductor human resources, the City leaders have paid great attention and made great efforts to implement the “Semiconductor Human Resources Training Program” with the support of universities and businesses. It can be said that this is a great determination of the City leaders for Da Nang to become the center for training semiconductor human resources of the country.
Da Nang has gathered the factors of “favorable time, favorable location and favorable people” with a system of large universities in the area, with good traditions and training quality, the core of which is Da Nang University. With a large student population of over 100,000 students (of which Da Nang University has more than 60,000 students), the city has an average of about 800 students/country; a team of highly qualified staff, … Thus, Da Nang still has many conditions to develop into a University City, a center of innovation and creativity of the whole country.
To continue promoting the training of human resources for the semiconductor industry, the Director of Danang University proposed that the Government soon approve the Project “Developing human resources for the semiconductor industry to 2030, with a vision to 2045”, especially prioritizing the allocation of resources to implement the project. At the same time, there should be a specific mechanism for investment and procurement in the spirit of “breakthrough of breakthroughs” to successfully implement the Project.
According to Associate Professor, Dr. Nguyen Ngoc Vu, the Ministry of Education and Training needs to have a specific mechanism in training semiconductor chip human resources, especially the way of calculating quotas and the industry's organic team is close to current regulations, because this is a completely new profession.
However, there must be a solution to control training quality, avoid the situation of “a hundred flowers blooming”, training following trends leading to training quality not meeting the requirements of the international labor market.

Therefore, in the immediate future, priority should be given to assigning tasks to large universities with a tradition of training in technology and engineering, with potential in terms of teaching staff and good quality of incoming students.
In addition, the Ministry of Education and Training needs to have a mechanism to promote, facilitate and encourage close links between universities, local authorities and high schools in improving the quality of STEM education and foreign languages for high school students. This is a very important premise in training this key industry.
In addition, ministries and sectors need to coordinate to help remove current difficulties and obstacles in international cooperation to create more favorable conditions for universities in receiving funding and support from international partners, attracting good scientists and experts to return to the country to participate in teaching and research to create more resources for universities to develop and integrate internationally. In particular, the Ministry of Education and Training can consider authorizing large universities such as Regional Universities to proactively organize international conferences without having to ask for permission from the Ministry.
The Director of Danang University also expressed his hope that the Government, ministries, departments and branches will continue to implement the policy of developing Danang University into a National University in the spirit of Resolution 26 and Conclusion 79 of the Politburo. Becoming a National University will help Danang University develop, contributing to training quality human resources to meet the goals of industrialization and modernization of the country in general and the Central Highlands region in particular.
It is necessary to build a learning society that must go on two legs: education and learning encouragement.
Speaking at the conference, Professor, Dr. Nguyen Thi Doan – former Vice President, President of the Vietnam Association for Promoting Education sent her congratulations to the education sector on the results achieved in the 2023-2024 school year, a breakthrough year in education and training innovation.
Accordingly, Professor Nguyen Thi Doan mentioned the breakthroughs that the education sector has achieved in the past year such as the quality of mass education and key education has been improved; innovative education methods, shifting from mainly imparting knowledge to enhancing capacity and developing students' thinking; the number and quality of teachers have been improved; education management has many new points; inspection and assessment of education quality, inspection and examination work have been strengthened; digitalization has been clearly introduced into schools and into education management; the high school graduation exam has been successfully organized.

In addition to the achievements, Ms. Doan also pointed out the issues that need to be solved, the most basic “bottlenecks” of education and training today that need to be focused on by all levels and sectors, from the central to local levels. For example, the challenge of the quality of the teaching staff; the difficult life of teachers, affecting reading, self-study, self-improvement, especially for preschool teachers; the system of books and reporting requirements is still heavy, … In which, the biggest “bottleneck” is the quality of teachers.
The President of the Vietnam Association for Promoting Education mentioned the current situation of many concerns about the quality of Vietnamese labor. Therefore, facing the above reality, it is necessary to promote the quality of education, especially improving the quality of the team because teachers are the “key”. However, this is a difficult problem, requiring all levels, sectors and localities to join in.
According to Professor Nguyen Thi Doan, breakthrough in educational innovation is the foundation for building a learning society. Therefore, building a learning society must go on two legs: education and learning promotion, education must be combined with learning promotion.
