Lai Chau province lacks 751 teachers compared to the assigned staff.

Speaking to reporters of the Vietnam Education Electronic Magazine, Master Nguyen Thi Nga, Head of the Personnel Organization Department, Department of Education and Training of Lai Chau province, said: The situation of local teacher surplus and shortage, teachers asking to quit their jobs has been a difficult problem in many localities recently, including Lai Chau province.
In the 2024-2025 school year, the province is short of 751 teachers compared to the assigned staff. Specifically, preschools are short of 144 teachers, primary schools are short of 109 teachers, middle schools are short of 430 teachers, high schools and continuing education are short of 68 teachers.
According to Ms. Nga, to prepare the teaching staff to carry out the tasks of the new school year, the Department of Education and Training of Lai Chau province, the People's Committees of districts and cities have implemented the review, arrangement and development of plans to recruit civil servants according to decentralization. Specifically, the total target for recruiting teachers this year is 535 people. Of which, preschool is 85 teachers, primary school is 65 teachers, secondary school is 317 teachers, high school and continuing education is 68 teachers.

Sharing about the situation of teacher recruitment in Than Uyen district, Lai Chau province, Mr. Doan Van Dat, Head of the Department of Education and Training of Than Uyen district, said that the Department of Education and Training of Than Uyen district has submitted document No. 674/TTr-PGD&DT dated July 30, 2024 on the proposal to recruit teachers in 2024 to the district People's Committee and the Department of Internal Affairs.
Specifically, the Department of Education and Training proposed that the District People's Committee recruit 7 English teachers (5 primary school teachers, 2 secondary school teachers). Mr. Dat also added that recruiting teachers is difficult because the English department has no recruitment source (in 2023, the department proposed to recruit 7 English teachers but only 1 person registered).
The shortage of teachers in Than Uyen district occurs at all levels of education. Currently, preschools are 15 teachers short of the prescribed quota, but the units still ensure 2 teachers/class.
Primary school level has a local shortage of teachers, compared to the norm of lacking specialized teachers (17 English teachers, 13 IT teachers), there is a surplus of 68 general education teachers.
Secondary school level: compared to the assigned staff, there is a shortage of 26 teachers and compared to the prescribed quota, there is a shortage of 62 teachers.
Discussing this issue, Ms. Ha Thi Thanh Mai, Deputy Head of the Department of Internal Affairs of Nam Nhun district, Lai Chau province, informed that the district is currently short of 124 teacher positions (preschool: 40 positions; primary school: 21 positions; secondary school: 63 positions).
However, according to the recruitment plan for civil servants in the 2024-2025 school year, the district only recruits 75 civil servants for the education sector. Of which, 71 are teachers and 4 are accountants.

According to Ms. Mai, some positions of teachers teaching Information Technology, Foreign Languages, Music – Fine Arts, and Mathematics are difficult to recruit. The number of applications is low, and some positions have no applications. Among them, the middle school level currently has the greatest shortage of teachers.
Lack of teachers but still reducing staff
The head of the Department of Personnel Organization of Lai Chau Province’s Department of Education and Training explained that the reason for the teacher shortage is that teachers are moving to lowland areas with better socio-economic conditions than Lai Chau. In addition, some teachers quit their jobs because they are able to switch to other jobs that are more suitable to their conditions.
Meanwhile, the Head of the Department of Education and Training of Than Uyen district said that although there is a shortage of teachers in many subjects, the Department of Education and Training of Than Uyen district does not propose to recruit more due to the plan to reduce staff.
Specifically, according to Plan No. 175-KH/HU dated January 27, 2023 of the People's Committee of Than Uyen district on the management of staff, civil servants, public employees and workers in the period 2022-2026, in 2025, the district education sector will reduce 33 positions. In 2026, the district education sector will continue to reduce 35 positions. Thus, the remaining positions in the district as of January 1, 2025 are 11 positions.
Sharing about the cause of the local shortage of teachers, the Head of the Department of Education and Training of Than Uyen district said:
Regarding the surplus of teachers (primary school culture teachers): Due to the local guiding viewpoint in previous years of opening classes to villages, the class size has increased, and it is necessary to recruit teachers to ensure teaching work.
However, in recent years, the local guiding principle has been to consolidate schools, bring students to study and stay in boarding schools (if qualified), and increase the student/class ratio, so the number of classes has decreased every year, leading to a surplus of teachers (in 2024, there will be a reduction of 88 classes compared to 2015, equivalent to 132 teachers, which must be reduced accordingly to avoid a surplus of teachers).
Regarding the shortage of secondary school teachers: From 2015 to present, the locality has recruited 18 teachers, but many teachers have also resigned (from 2015 to present: 19 teachers), moved to another region (from 2015 to present: 64 teachers), and retired (from 2015 to present: 21 teachers).
According to Mr. Dat, the reason teachers quit their jobs at all levels is because their salary income is not enough to meet their living needs. Some teachers who want to move back to their hometowns should register for recruitment locally, and then quit their jobs after passing the exam.

Sharing about the cause of the shortage of teachers in Nam Nhun district, Ms. Ha Thi Thanh Mai said: “Nam Nhun is a difficult district, so attracting human resources to work in the locality is a difficult problem, especially teachers from other provinces. The candidates are mainly children from Lai Chau province.
From 2023 to now, more than 10 education officials have resigned. The reason for leaving is due to low salary, difficult material and spiritual life, especially in remote, isolated and extremely disadvantaged areas, so some teachers are no longer passionate about their profession,” Ms. Mai informed.
Some solutions to the problem of teacher shortage

To overcome the shortage of teachers at all levels, Master Nguyen Thi Nga said that the Department of Education and Training of Lai Chau province has chaired and coordinated with departments, branches and localities to implement solutions to overcome the shortage of teachers.
Firstly, continue to review and rearrange the scale of schools and classes to suit the actual conditions of the locality in the spirit of Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
Second, recruit and contract to train enough teachers to meet the shortage compared to the assigned number of teachers, prioritize recruiting preschool teachers and teachers of new subjects to meet the 2018 general education program such as teachers of English, Information Technology, Fine Arts, and Music.
Third, continue to flexibly organize teaching plans, arrange and restructure the teaching staff in conjunction with streamlining the payroll.
Fourth, coordinate with teacher training institutions to conduct teacher training according to the provisions of Resolution No. 07/2024/NQ-HDND dated April 17, 2024 of the Lai Chau Provincial People's Council. At the same time, send students to study teacher training majors according to the provisions of Decree No. 141/2020/ND-CP dated December 8, 2020 of the Government.
Sharing about the policy of attracting teachers, Master Nguyen Thi Nga said that in recent years, the building and improving the quality of cadres, civil servants and public employees to meet the requirements of tasks in the new situation has always been of interest to the Provincial Party Committee, People's Council and Provincial People's Committee, leading and directing the issuance of the Provincial Resolution on the policy of attracting human resources and supporting training and fostering for subjects that are lacking according to the 2018 general education program.
On July 13, 2023, Lai Chau Provincial People's Council issued Resolution No. 20/2023/NQ-HDND on promulgating regulations on policies to attract high-quality human resources and preferential treatment policies for health sector officials in Lai Chau province to attract people with full-time university degrees in English, Music, Fine Arts, Information Technology and policies for excellent graduates who meet the standards specified in Article 2 of Decree No. 140/2017/ND-CP dated December 5, 2017 of the Government on policies to attract and create sources of cadres from excellent graduates and young scientists.

Meanwhile, Mr. Doan Van Dat said that to overcome the shortage of teachers, the Department of Education and Training of Than Uyen district has proposed to recruit additional English teachers; continue to use primary school teachers who have been trained in English and IT to teach Foreign Languages and IT; advise on assigning additional tasks to existing English teachers to teach in schools that do not have English teachers.
In response to the surplus of primary school teachers, Than Uyen district has assigned surplus teachers to teach literacy classes. Currently, Than Uyen district is opening 29 literacy classes, with an expected increase of 30 classes by 2025.
Discussing this issue, Ms. Ha Thi Thanh Mai said that to solve the local shortage of teachers, the education sector of Nam Nhun district has been and is continuing to raise awareness about the position, role and importance of the teaching staff; annually reviewing job positions, developing school year plans, from which there are plans to arrange teaching staff of school units; organizing teacher recruitment to ensure regulations.
At the same time, strengthen state management, effectively implement the legal system, mechanisms and policies for the teaching staff. Effectively implement Resolution No. 23/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council stipulating policies to support training and fostering of ethnic minority cadres, civil servants and public employees in the province.
