Sharing at the seminar, Dr. Phan Le Chung – Secretary of the Party Committee, Chairman of the University Council of the University of Arts (Hue University) said that the requirement for the ratio of lecturers with doctoral degrees in the Circular is 01 is a challenge for training institutions in the culture and arts sector in general and for the University of Arts (Hue University) in particular.
Criterion 2.3, Circular 01/2024/TT-BGDDT stipulates the ratio of full-time lecturers with doctoral degrees as follows:
“The proportion of full-time lecturers with doctoral degrees is not lower than 20% and from 2030 is not lower than 30% for higher education institutions that do not provide doctoral training; not lower than 5% and from 2030 not lower than 10% for schools that train specific fields that do not provide doctoral training.
This rate is not lower than 40% and from 2030 is not lower than 50% for higher education institutions with doctoral training; not lower than 10% and from 2030 not lower than 15% for specialized training schools with doctoral training.
According to Mr. Chung, the characteristics of the art training faculty are more practice-oriented instead of academic research, so most lecturers are not too interested in pursuing graduate studies to improve their qualifications.
In fact, the process for lecturers to participate in graduate studies and achieve a doctoral degree will take 5-7 years, which makes the school quite struggling in trying to meet the prescribed requirements and standards.

As a higher education institution training the field of culture and arts and currently training doctoral degrees in one field, compared with Circular 01, Ho Chi Minh City University of Culture is currently not facing difficulties in criteria and facilities standards that make it difficult to meet the requirement for the proportion of full-time lecturers with doctoral degrees.
Accordingly, Ms. Thuy is concerned that the standards for lecturers in Circular 01 lack fairness when not distinguishing between each training major but grouping schools together.
Specifically, Ho Chi Minh City University of Culture, although only training one major at the doctoral level, must still meet the same criteria and requirements as higher education institutions that train many doctoral majors. other. This is not a small number and for university establishments that train specific majors, it will not be easy to achieve.

Sharing about the difficulties the school is facing, Dr. Le Thi Thanh Thuy said that according to the policy of streamlining staff, schools and public service units must terminate professional contracts for many lecturers. . At that time, the number of lecturers will decrease and the workload at schools will increase.
Not to mention, according to Article 11 of Decree No. 111/2022/ND-CP on contracts for some types of work in administrative agencies and public service units: For group 1 units, group 2 units and group 3 units that self-guarantee from 70% to less than 100% of regular expenses will be able to sign a full-time contract.
However, Ho Chi Minh City University of Culture has not yet achieved the level of autonomy according to the above regulations, so it has not signed a contract in this form. Therefore, the number of lecturers at the school has not been added in time to fill the gap in staff streamlining and the number of retired lecturers.
Meanwhile, lecturers in the culture and arts sector with professor and associate professor degrees are mostly old, and officials with doctoral degrees are very young and not too interested in striving for a professorship. , associate professor. Therefore, the work to supplement the force of highly qualified lecturers to meet the requirements in Circular 01 is a big challenge for Ho Chi Minh City University of Culture.
“Currently, the school has 33% of lecturers with doctoral degrees and currently has 16 lecturers participating in graduate studies. According to the plan, by 2030, the school will reach the required rate of 50%.
However, whether or not to be able to maintain the school's teaching staff until 2030 is a difficult problem for the school when the competitive pressure in the current education system is very great, especially the schools. Remuneration policy to attract lecturers.
Faced with the risk of brain drain, Ho Chi Minh City University of Culture must try very hard to maintain its teaching staff in the next 5 years, while building more policies and regimes. to encourage lecturers to participate in learning to improve their qualifications and develop the teaching staff to increase both quantity and quality”, Ms. Thuy shared.
Also according to Ms. Thuy, Ho Chi Minh City University of Culture has built and issued many clear and specific policies and regulations on organization and operation as well as internal spending regulations to be able to ensure and develop its teaching staff in the future.
First, the school has issued a policy to encourage working-age employees to go to school to improve their qualifications and the school will pay all costs. After the decision to grant a doctorate degree, the school will award a reward equal to 15 times the minimum salary.
Second, for lecturers who have a doctoral degree but are eligible to be promoted to the title of professor or associate professor, there will be a reward mechanism for international newspapers, from 20-50 million VND/article.
Third, if a lecturer meets the standards of a professor or associate professor, the school will award a reward equal to 20-30 times the minimum salary.
In addition, the school is trying to supplement extra-salary allowances for highly qualified lecturers. Specifically, lecturers with a doctoral degree will receive an allowance of 1 million VND/month, lecturers with the rank of associate professor will receive an allowance of 1.5 million VND/month, and lecturers with the rank of professor will receive an allowance of 2 million VND/month.

As a higher education institution that does not yet train doctoral degrees but is located locally (Kien Giang province), up to now, the percentage of full-time lecturers with doctoral degrees at Kien Giang University has not reached 20. %.
Sharing at the discussion, Associate Professor, Dr. Nguyen Trung Cang – Vice Principal of Kien Giang University said that Circular 01 is the basis for universities to rely on and have their own development orientations. However, when implementing this set of standards, each unit will encounter its own challenges and difficulties.
In fact, the proportion of highly qualified lecturers is unevenly distributed across regions. Accordingly, the Mekong Delta region still has many limitations in gathering highly qualified lecturers.

Therefore, higher education institutions in the Mekong Delta region also face many difficulties and challenges when implementing and meeting the requirements for lecturers with doctoral degrees in Circular 01.
According to the assessment of Associate Professor, Dr. Nguyen Trung Cang, lecturer standards are both a motivation for schools to strive and a challenge for units that are still modest in terms of attracting human resources.
In particular, for schools that are training doctoral degrees or are striving to train doctoral degrees, the number of at least 50% of full-time lecturers with doctoral degrees is not a simple matter.
On that basis, the Vice Principal of Kien Giang University proposed to regulate the ratio of lecturers with doctoral degrees in the field of training instead of regulating on the basis of higher education to avoid creating pressure on applications. positions, as well as creating fairness for schools during the implementation process.
Should adjust the standards of facilities to avoid waste
According to the assessment of Dr. Nguyen Trung Nhan – Head of Training Department, Ho Chi Minh City University of Industry, requiring “at least 70% of full-time lecturers to be assigned separate workplaces” is a requirement. Common challenges of universities in Vietnam, especially those located in inner-city areas of large cities.
From the perspective of the Ministry of Education and Training, it can be understood that this is a desire to improve the working space for lecturers. However, in reality, universities in large cities with limited land area will not be able to implement this content.
In addition, most of the time teachers work is in separate subject rooms and labs, so if allocating separate work rooms for 70% of full-time lecturers at the school, it may cause waste.
“Currently, Ho Chi Minh City University of Industry has 1,100 lecturers.
