Obstacles in consolidating schools in mountainous provinces

As a mountainous border province, the area is divided; the population is scattered, the traffic is inconvenient, the solidification of schools in Son La is an extremely difficult task. Many schools are located far from residential areas, the way to school is steep and dangerous mountain passes. Going to school for students and teachers is very difficult, especially during the rainy season.
Speaking to reporters of the Vietnam Education Electronic Magazine, Associate Professor, Dr. Nguyen Huy Hoang, Director of the Son La Department of Education and Training, said that Son La currently has a total of 610 central schools, divided into 981 school locations (243 main locations, 738 satellite locations). The number of schools with 6 or more locations is 23. Notably, there are up to 13 schools with satellite locations more than 10km away from the central school.
The number of students in each class is uneven. In remote schools, the number of students per class is small and there are 270 combined classes. The rate of students studying 2 sessions/day at the primary level is only over 80%. The number of classrooms that have been reinforced is 9,968, accounting for 73.3%, an increase of 0.4% compared to 2023. However, the number of borrowed and temporary classrooms in the whole province still accounts for 1.95%.

According to the Director of the Department of Education and Training of Son La province, in some establishments, the work of directing, inspecting and supervising the implementation of policies on socialization of education has not really received due attention. Therefore, the results in implementing activities to support the consolidation of schools and classrooms are still limited.
Similar to Son La, Dak Nong is also a province with an inconvenient geographical location, with a large population of ethnic minorities. Many schools are located in remote areas, with people's lives and economic conditions still difficult. Therefore, the problem of solidifying schools in the province also faces many obstacles.
A representative of the Department of Education and Training of Dak Nong province informed: Local funding is still limited, so it is not possible to comply with regulations on maintenance, repair of works and solidification of schools as planned.
Currently, the province has 5,460 classrooms for preschool, primary, secondary and high schools. Of these, 3,553 are solid classrooms, reaching a solidity rate of 65%.

In addition, the representative of the Department of Education and Training of Dak Nong province also added that the mobilization source according to Circular 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training, regulating funding for educational institutions in the national education system is still limited. Funds are mainly used to supplement equipment and make minor repairs, for solidification items, it is necessary to rely mainly on resources from the state budget.

Meanwhile, Mr. Dao Anh Tuan, Deputy Director in charge of the Department of Education and Training of Yen Bai province, said: “In the whole province, the system of schools and classes has been planned and arranged appropriately; the province has invested in school facilities to meet the learning needs of the people. Currently, the rate of solid classrooms is 87.8%. Yen Bai province strives to have 100% of solid classrooms by 2030.”
Efforts to solidify schools and ensure a learning environment for students
Despite many difficulties, in recent years, the local education sector has made continuous efforts to solidify schools and classrooms in particularly difficult areas. Many programs and projects have been implemented, aiming to improve learning conditions for students.
Every year, the Department of Education and Training of Dak Nong province has directed educational institutions under the decentralization to develop plans to submit to competent authorities for investment in construction, maintenance and repair of works to solidify schools and classrooms.
In addition, the People's Council of Dak Nong province issued Resolution No. 07/2022/NQ-HDND dated July 26, 2022 stipulating the level of support for equipment of facilities for independent preschools of the private and non-public type in areas with industrial parks and places with many workers in Dak Nong province.
Many schools in Dak Nong province have mobilized aid and sponsorship from philanthropists, businessmen and enterprises to build a number of auxiliary works and equipment such as: fences, concrete yards, school gates, wells, computers, televisions, equipment serving effectively in management and teaching…

To overcome difficulties in the process of consolidating schools, Son La province has also proposed many solutions. Typically, it is necessary to increase the mobilization of investment resources for education and training development in Son La province in the period of 2019-2025; mobilize non-budgetary resources to invest in education and training; implement the policy of socialized education development. Thanks to that, from 2019 to present, 428 classrooms have been repaired and newly built, 110 public accommodation rooms for teachers with a total supported budget of 134,975 million VND.

The Director of the Department of Education and Training of Son La province said that the locality strives to increase the rate of solidification of schools and classrooms by 2025; solve the problem of classrooms being too small, and add toilets and clean water facilities suitable to socio-economic conditions. In particular, the province's goal is to strive to achieve 80% of the solidification rate of schools and classrooms by 2025. By 2030, the province strives to achieve 100% of the solidification rate of schools, classrooms and public housing for teachers.
Need to strengthen socialization of education
According to the Deputy Director in charge of the Department of Education and Training of Yen Bai province, in the context of limited budget, one of the important solutions to achieve the goal of consolidating schools is to strengthen and mobilize socialized education.
Mr. Dao Anh Tuan said: “The Department of Education and Training of Yen Bai province is promoting propaganda work, raising awareness of socialization of education; strengthening leadership and direction of socialization of education.
The Department will continue to mobilize capital from contributions and sponsorships from businesses, organizations, individuals and other legal sources. In particular, it will ensure participation in sponsorship and aid in accordance with the provisions of law.”

To achieve the set goal of school consolidation, the Deputy Director in charge of the Department of Education and Training of Yen Bai province proposed a number of solutions:

Continue to review, arrange and adjust the size of schools and classrooms reasonably based on the principle of creating convenience for people, in accordance with local conditions.
Prioritize investment resources for education to implement education development projects, programs, and plans to improve the quality of education.
Develop and supplement policy mechanisms to mobilize investment resources for education, encourage organizations and individuals to participate in educational activities.

Similarly, in Dak Nong, one of the important solutions to complete the goal of consolidating schools is to strengthen and mobilize socialization of education. However, the socio-economic conditions of mountainous provinces are still difficult, so the socialization of education is still limited.
Therefore, the Department of Education and Training of Dak Nong province proposed that the Provincial People's Committee direct relevant departments, branches and People's Committees of districts and cities to prioritize allocating funds to invest in school facilities, classrooms and equipment to meet the requirements of the 2018 General Education Program and the work of building schools that meet national standards.
In addition, the Department of Education and Training of Dak Nong province also wants to supplement funding for maintenance of facilities to prevent deterioration of works and to supplement other damaged equipment.
Agreeing with this view, the Director of the Department of Education and Training of Son La province recommended that all levels and authorities coordinate with the education sector to develop propaganda content, raise awareness of the socialization of education for the whole society. Choose appropriate forms of propaganda for each area, build a column “Socialization of education and training” on mass media.
In addition, Associate Professor, Dr. Nguyen Huy Hoang said that parents are active factors in participating in the socialization of education. Therefore, schools need to perform well the following tasks: develop plans, mobilize the help of parents, and promote the ability and enthusiasm of parents.
“In reality, parents have given good ideas to help schools make the right decisions. The province’s overall education quality has increased in recent years. The quality of key education continues to develop. Innovation in content and teaching methods has been promoted at all levels and fields of study,” Associate Professor Nguyen Huy Hoang commented.
