Talking to reporters from Vietnam Education Electronic Magazine, Mr. Quach Tat Huong – Head of Education and Training Department of Nam Nhun district, Lai Chau province said that Nam Nhun is a difficult district with 7/11 communes and towns. The town belongs to a commune with extremely difficult economic conditions, mainly inhabited by ethnic minorities.
In recent times, especially since 2022, the Department of Education and Training of Nam Nhun district has implemented Resolution No. 88/2019/QH14 of the National Assembly approving the overall project for socio-economic development of ethnic minority areas. ethnic minorities and mountainous areas in the period 2021-2030 and Resolution No. 15 of the Provincial Party Executive Committee on eliminating outdated customs, traditions and practices, and building a cultural lifestyle. intelligence among the people of Lai Chau province in the period 2024-2030. According to Mr. Huong, to achieve the goal of improving the quality of literacy for the people, the District Department of Education and Training proactively advised the District People's Committee to develop a plan to open literacy classes in the early stages. 2022-2025. Every year, the Department closely coordinates with the People's Committees of communes and towns to develop and implement plans to open classes. To date, the total number of classes opened is 41 classes with 746 students, of which: phase 1 illiteracy eradication classes are 10 classes, with 176 students; Phase 2 illiteracy eradication classes have 31 classes with 570 students.
Currently, the district maintains and improves universal preschool education for 5-year-old children, universal primary education level 3, universal secondary education level 2, of which 01 commune has achieved universal lower secondary education. level 3, level 1 illiteracy eradication (including 4/11 communes achieving level 2 illiteracy eradication).
“In the process of implementing illiteracy eradication work, Nam Nhun district encountered certain difficulties such as: The district area is large, some localities are not concentrated, and they are of working age so they often go to work. work away from home. Therefore, the investigation and review to develop plans to open classes and maintain the number of students in literacy classes faces many difficulties. Besides, there is a shortage of teachers who also carry out the task of eradicating illiteracy, so it also puts great pressure on teachers and schools,” Mr. Huong stated.
Discussing this issue, Mr. Doan Van Dat – Head of the Department of Education and Training of Than Uyen district, Lai Chau province, said that literacy work has long been one of the important goals in the education sector. , especially in remote areas, where people's educational level is still limited. Locally, although this work has achieved remarkable results, there are still many challenges that require the efforts and consensus of all levels of departments and learners.

Mr. Dat said that according to statistics, the local illiteracy rate has decreased significantly in recent years, currently only about 9% of the population from 15 to 60 years old. This is thanks to the drastic direction of the local government and the close coordination between the People's Committee of Than Uyen district, the Department of Education and Training of Than Uyen district and social organizations. Every year, a specific literacy plan is developed, coupled with the opening of classes for people, especially the elderly, who did not have the opportunity to study before.
However, besides the positive results, the work of eliminating illiteracy in the locality still has many difficulties. One of the biggest problems is that a part of the people's awareness of the importance of literacy is not high. Many people, especially the elderly, still believe that literacy is no longer necessary after school age, or that productive labor is more important than studying. This leads to many classes not reaching the expected number of students, wasting resources.
In addition, physical facilities at some study sites are limited. Many classrooms are temporary, lacking tables, chairs, lighting, and even insufficient teaching materials. The teaching staff also faces many difficulties when they have to work at the main school while also participating in teaching literacy. Difficult travel between schools, especially in harsh weather conditions, is also a significant barrier.
Sharing the same opinion as above, Mr. Cu Hai Hung, professional officer of the Department of Education and Training of Than Uyen district, Lai Chau province, in charge of managing illiteracy eradication classes in the district, informed that in 2024, the local has implemented 29 classes, attracting 516 students. These classes are held flexibly in time, usually in the evening from 7:00 p.m. to 9:30 p.m. or on weekends, to meet the needs of students. Because they are mainly people of working age, they have to spend their days making a living and making ends meet. The team of teachers participating in teaching are all dedicated teachers, many of whom are not afraid of difficulties, traveling between remote villages to bring literacy to people.

According to Mr. Hung, in the coming time, in order for local literacy work to be truly effective and sustainable, it is necessary to promote propaganda work to raise people's awareness of the importance of literacy. Forms of propaganda can include radio, television, organizing seminars in villages, or combining with faith organizations and unions to mobilize people to participate in learning.
In addition, local authorities should call for support from businesses and social organizations to improve learning conditions for literacy classes. At the same time, there should be policies to support teachers financially and mentally to encourage them to participate in teaching for a long time.
