According to the draft Circular on the Regulations for the 2025 High School Graduation Exam that the Ministry of Education and Training is soliciting public opinion on, the content is: “Increase the rate of using learning assessment results in grades 10, 11 and 12 to 50% (previously 30% and only using grade 12 results) for the purpose of comprehensively assessing the abilities of students studying according to the 2018 General Education Program and increasing the effectiveness of achieving many goals of the exam as announced”.

This new point is receiving many opinions. Many people believe that increasing the rate to 50% will evaluate the ability and quality of students in a process, at the same time, improve the proactive spirit and self-awareness of students from grade 10 instead of only focusing on investing in studying for grade 12 as before. There are also many opinions stating that increasing the rate like that, if not strictly controlled, will lead to some worrying negative manifestations.

Negative concerns are not “unnecessary”
According to the leader of a high school in Hanoi, in reality, high schools will more or less make concessions and provide support so that students are eligible for admission.
Therefore, although it is considered that the 50% rate of learning results of 3 years of grades 10, 11, and 12 used for graduation will promote the ability to evaluate the entire learning process of learners, if there is no solution, even sanctions, it will certainly lead to some negative consequences.
This person stated that there is no solution that is optimal for all, so when implementing the innovation regulations, high school education institutions must clearly understand the purpose and ultimate effectiveness that this scoring method aims for. From there, improve the responsibility of management and supervision at each training institution.

Currently, the testing and evaluation process at each high school is carried out under the direction and guidance of the Ministry and Department of Education and Training.
Accordingly, the scores of each exam and assessment at schools are updated on a common database, so the situation of score correction as before will be limited.
However, the organization of exams at schools is still delegated to each unit by the Department of Education and Training, so it is difficult to avoid the situation where one school sets easier questions than another to create conditions for students of their school to have the opportunity to score high and have good academic records.
Therefore, the leader expressed his thoughts on whether there should be more regulations to tighten management and supervision to ensure that implementation at schools takes place seriously and effectively, and properly assess students' learning outcomes.
Because, if the school only tries to create conditions for students to “get points”, in the long run it will lead to a situation where students have a subjective mentality and only get used to doing the content that the school creates in exams and tests at school.
Therefore, when entering the general exam, the high school graduation exam, it will be difficult for students to achieve high scores. This affects both the exam's objectives and the school's reputation and brand.
According to Ms. Lam Thi Sang – Director of the Department of Education and Training of Bac Lieu province, increasing the rate of using learning assessment results in grades 10, 11 and 12 to 50% (previously 30% and only using grade 12 results) aims to comprehensively assess the abilities of students studying according to the 2018 General Education Program and increase the effectiveness of achieving many goals of the exam such as: Using exam results to consider recognition of high school graduation and as one of the bases for assessing the quality of teaching and learning of general education institutions and the direction of education management agencies; providing data with sufficient reliability, honesty, and correct assessment of students' abilities for universities and vocational education institutions to use in enrollment in the spirit of autonomy.
In addition, increasing the rate of using learning assessment results also helps students reduce exam pressure and motivates them to study hard throughout three years to get the best high school transcripts.
In addition, teachers will be required to change their assessment methods to suit the 2018 General Education Program and closely follow the sample exam structure of the Ministry of Education and Training.

Thus, students will have more opportunities to get acquainted with the test formats as well as be trained in the right direction with the goals set by the Ministry.

Faced with the negative issues that public opinion is currently concerned about, Ms. Lam Thi Sang agrees and believes that this concern is not “unreasonable”.
In fact, many schools, in order to increase their high school graduation rates, do not hesitate to “beautify” their transcripts so that students have more conditions and opportunities to be considered for graduation. This is a situation that has been “sprouting” for a long time, not just recently.
Accordingly, Ms. Sang said that the education management agency needs to actively direct schools in teaching, testing, evaluating, and reviewing for high school graduation exams. And it is necessary to strengthen innovation in testing and evaluation methods in accordance with the 2018 General Education Program and the Ministry's sample exam structure so that students can get acquainted as soon as possible. In addition, it is necessary to focus on strengthening the direction, inspection, and examination work, and implementing the motto “real learning, real testing” to accurately measure and evaluate student quality.
“Over the years, the Department of Education and Training of Bac Lieu province has always strived to direct educational institutions to follow the motto of real learning – real exams.
In the final exam, for subjects included in the high school graduation exam, the exam will be organized with the same questions set by the Department of Education and Training at the same time of the exam to manage the quality level.
With the above direction, for many consecutive years, Bac Lieu province has always been in the top of the region and the country in terms of average high school graduation exam scores. The comparison results of the difference between the average high school transcript score and the average annual graduation exam score of Bac Lieu province students are always in the group of provinces with very low difference scores,” Ms. Lam Thi Sang shared.
It is necessary to diversify the forms of assessment and testing in general schools.
According to Mr. Vo Van Be Hai – Deputy Director of the Department of Education and Training of Ben Tre province, in addition to advantages such as comprehensive and accurate assessment of the development process of students' qualities and abilities during the learning and training process, increasing the rate of using learning results of 3 years of grades 10, 11, 12 to 50% for graduation consideration also brings some advantages such as reducing exam pressure for students when regular and periodic exam scores are counted in the exam scores for graduation consideration, accounting for up to 50%.
At that time, students will not have to bear too much pressure from the common exam, the high school graduation exam.
On the other hand, this calculation also helps teachers be more proactive in innovating teaching and assessment methods such as organizing extracurricular activities, project-based teaching, enhancing practice, teaching according to STEM/STEAM topics, contributing to developing students' self-study and research abilities.

Faced with practical concerns that increasing the rate to 50% will cause some negative consequences, the Deputy Director of the Department of Education and Training of Ben Tre province said that this is well-founded because the psychology of most educational institutions is that they want their schools to have a high graduation rate, so it will be difficult to avoid the situation of testing and evaluation in the direction of creating conditions for students to have “good scores”.
In fact, through monitoring and statistics of high school graduation results in recent years, it shows that there are still places where graduation exam scores and academic transcript scores have a large difference, with academic transcript scores being higher than exam scores.

According to Mr. Be Hai, the goal of the 2018 General Education Program is to teach and develop learners' qualities and abilities, harmoniously combining morality – intelligence – physical fitness – aesthetics and focusing on practical skills so that students can apply what they have learned effectively into practice.
However, assessing students' learning process will increase the burden on teachers as they have to spend more time and effort to assess and record students' learning outcomes throughout the three school years.
This can lead to some cases where teachers are subjective and lack impartiality in assessing the actual capacity of learners. This results in a loss of fairness and transparency in testing and assessing students' capacity and qualities.
There have even been many cases of students trying to cheat and please teachers to get high scores. This is not a new problem in practice.
Faced with that situation, Mr. Vo Van Be Hai said that the Department of Education and Training of Ben Tre province has directed and closely monitored to minimize negative manifestations in testing and evaluation in general education.
Specifically, develop a plan for testing and evaluation, and strengthen periodic evaluation through practical exercises and learning projects. At the same time, effectively implement forms and methods of testing, evaluation, regular evaluation, and periodic evaluation.
For general schools, it is necessary to build a question bank and a test bank to serve the periodic assessment of subjects and the assessment criteria are specified by comments combined with assessment by scores according to the requirements of the subject program.
In addition, the Department also requires teachers to prepare 12th grade students to get acquainted with the orientation of the high school graduation exam from 2025 so that they can be proactive and have a serious learning spirit.
In addition, according to Mr. Hai, when applying the new calculation method, it is necessary to diversify the forms of assessment. For example, combining many different forms of assessment such as tests, group projects, presentations and extracurricular activities to ensure comprehensive assessment of students' abilities.
Second, it is necessary to promote the application of information technology in regular testing, encourage regular and periodic testing through the Education Digital Learning Materials System to take advantage of technological tools to monitor and record students' learning outcomes, reduce the burden on teachers and increase transparency in testing and evaluation.
Accordingly, through the school score management system, it stipulates the time and requires educational institutions to accurately announce students' test scores. This helps learners recognize their strengths and weaknesses to adjust their learning methods in a timely manner.
Finally, the role of management levels in strengthening inspection, supervision and examination to detect and prevent fraudulent acts, ensuring fairness in the inspection and evaluation process.
To ensure the process of recognizing high school graduation is of high quality and effective when there is an official regulation on using the method of calculating 50% of learning results and 50% of exam results, the Department of Education and Training in provinces and cities needs to develop a training plan for teachers on fair and transparent testing and assessment methods, helping teachers have the skills and tools to assess students more accurately.
Accordingly, actively train to organize testing and evaluation at educational institutions (at least for grade 12 for the 2024-2025 school year) in the format of high school graduation exams from 2025.
Regarding students' learning and training results, it is necessary to strengthen coordination between schools and families, clearly stipulate the time to announce learning assessment results (periodically, regularly) and exam results in a transparent and timely manner so that parents can clearly understand students' abilities and coordinate with the school in educating their children.
