“The proportion of full-time lecturers with doctoral degrees is not lower than 20% and from 2030 is not lower than 30% for higher education institutions that do not provide doctoral training; not lower than 5% and from 2030 not lower than 10% for schools that train specific fields that do not provide doctoral training.
This rate is not lower than 40% and from 2030 is not lower than 50% for higher education institutions with doctoral training; not lower than 10% and from 2030 not lower than 15% for specialized training schools with doctoral training.

However, if the requirement must be no lower than 40% and from 2030 no lower than 50% for higher education institutions with doctoral training, it will be a huge challenge for the school.
For private higher education institutions, they are completely financially autonomous, so their revenue source depends mainly on tuition revenue.
In terms of position, Vinh University of Industry is a higher education institution located locally, far from major socio-economic centers, so enrollment conditions are limited. Difficulty recruiting students will affect the implementation of the school's development strategy as well as the implementation of policies for lecturers and employees.

Accordingly, the proportion of higher education institutions with high doctoral degrees is concentrated in a few large universities, in large cities and with doctoral training.
Therefore, up to now, for higher education institutions that do not provide doctoral training, the majority of schools have only approached and reached the level of not less than 20%.

Meanwhile, according to Dr. Tran Manh Ha, when the competitiveness and internal resources of local universities are still modest, it is necessary to strengthen the training of local resources.
In addition, if we want lecturers to stay for a long time, units must provide mechanisms and remuneration policies so that employees can feel secure in their work and stick with the school.
