According to data provided by the Ministry of Finance in 2020, the total state budget for education reached 5-6% of GDP, of which the budget for higher education only reached 0.27% of GDP (actual expenditure only reached 0.18% of GDP) and accounted for only 4.6% of the budget for education.

Compared with research data from the World Bank (2020) in 2015, the average state budget for education in 162 countries was 4.72% of GDP, 4.22% higher than the GDP for education in Vietnam.

In some countries around the world, the budget for higher education accounts for at least 1% of GDP, even the percentage of GDP spent on post-secondary education in Thailand (0.64%) and Indonesia (0.57%) is almost double the figure of 0.33% in Vietnam. [1]

According to Resolution 29-NQ/TW on fundamental and comprehensive innovation of education and training as well as the 2019 Education Law, “budget expenditure for education and training must reach 20% of total state budget expenditure”.
However, looking at the statistics of the percentage of state budget expenditure on education and training, it can be seen that the highest expenditure level was 19.1% in 2019. The remaining years ranged from 15.7% to more than 18%.

Speaking to reporters of the Vietnam Education Electronic Magazine, Associate Professor, Dr. Nguyen Thanh Son – Vice Rector of Vietnam Maritime University said: The 2019 Education Law has determined the leading role of the state budget in the total investment resources for education, clearly defining the arrangement of the education budget, ensuring that the state budget for education and training is at least 20% of the total state budget expenditure.
However, in reality, the total state budget for education in general has not reached the set target. This has led to considerable difficulties for educational institutions in general and universities in particular in the work of training and developing human resources.
On the other hand, according to Mr. Son, in the conditions of university autonomy, many schools have to struggle, calculate and find ways to balance revenue and expenditure so that they can both ensure reasonable revenue from tuition fees and ensure other school activities.
Therefore, the financial resources that universities spend on maintaining and upgrading facilities or building and adding modern technological equipment to improve the quality of learning and research are currently quite modest.
Not only that, when the budget is limited, the development of teaching staff and investment in scientific research will be limited, making it “difficult” for universities to achieve the goal of training high-quality human resources to serve the country's development.
Acknowledging the reality of the training and coaching activities of Vietnam Maritime University, there is a great need for modern equipment and machinery systems to serve the training and coaching activities. Especially when the output requirements of maritime training programs must meet the standards of the International Maritime Organization (IMO). Therefore, the school highly appreciates the State's support for education in general in promoting, developing and improving the quality of training.

In the context of educational innovation and development of high-quality human resources in society, moving towards a future of competition with many world powers, the State's investment in education in general and higher education in particular must be further focused and promoted.
Mr. Son said that if the State budget investment in higher education is improved, training institutions will have more conditions to improve training quality by updating modern equipment, building a system of practice rooms, laboratories, workshops, libraries, etc.
When training units have a solid launch pad and support, the work of training high-quality human resources for the country will become more and more convenient, easier and more effective.

Low investment budget requires focused investment
Discussing this issue, Professor, Doctor Tran Diep Tuan – Chairman of the Council of Ho Chi Minh City University of Medicine and Pharmacy said: When the total state budget invested in education is limited, it should not be invested widely, as this is both wasteful and ineffective.
The most urgent task now is for the State to identify higher education institutions with training strengths and important roles in developing high-quality human resources in each field to focus on key investments.
This is a “right – accurate – sure” investment, because when the key training facilities are identified correctly, the State will easily invest in the right focus. Then it will certainly achieve the expected results.
Previously, at the end of 2023, the Ministry of Education and Training had a draft summary report on the planning of the network of higher education and pedagogical institutions for the period 2021 – 2030, with a vision to 2050. It clearly stated the scale, structure of qualifications and training forms as well as the orientation for the development of the network of higher education institutions.
Accordingly, by 2030, Vietnam will develop 20 key national higher education institutions with the mission of leading and playing a core role with national universities in training high-quality human resources, leading in their respective fields and training sectors.
Therefore, Mr. Tuan hopes that the Ministry of Education and Training will soon issue a list of planning for key national higher education institutions so that the investment process in education will be more effective, technology development and innovation will serve the development of a number of key national fields and sectors, training prestigious and quality human resources, avoiding wasting the country's budget.
Accordingly, having a specific list of key training units will be the first step to identifying and shaping the country's university education system.
On that basis, the State will easily develop a plan for key and focal investment in each university for effectiveness.

For higher education institutions, Mr. Tuan believes that focusing on key investment will help schools have more conditions and opportunities to innovate and promote training and education.
At that time, schools have the conditions and opportunities to build high-quality training programs and build quality research teams to serve scientific research projects.
In fact, having a high academic title or degree does not mean that the quality of teaching will be good. Because, to teach well requires the ability related to communication skills.
Meanwhile, up to now, there have been many seminars and conferences in the world related to developing teachers' skills in teaching, but Vietnam still does not have many opportunities to participate in order to update new teaching methods globally.
Therefore, when the State identifies and plans the network of key national higher education institutions and makes focused and key investments, training units will have more conditions to invest in their teaching staff.
When the quality of the teaching staff is improved, the quality of human resources for society will be improved, and the country will be competitive enough in the international market.
On the other hand, when investing “rightly – accurately”, schools have the conditions to invest, equip equipment, models, and technological machines to serve the teaching process. Students are in direct contact with advanced machines, guided with professional training methods. Thereby, they practice many skills and improve their scientific research capacity.
“It can be seen that currently, scientific research activities exist in all higher education institutions but have not yet fully promoted their internal strength and have not achieved as many achievements as expected.

The State has many policies to encourage participation in scientific research, but the regime for researchers is not really outstanding.
In fact, research activities in educational institutions today are only part of the responsibility in the training process of lecturers, most teachers live on teaching in the classroom.
Therefore, in addition to paying attention to and investing in machinery systems and teaching and research facilities, the State needs to pay more attention to appropriate remuneration for researchers, so that they are encouraged mentally and have a secure life through research work.
Only then can we promote the strengths of scientific research, and the country can hope to raise its position in the future,” Mr. Tuan shared.
Agreeing with the above viewpoint, Associate Professor, Dr. Nguyen Thanh Son also said that the state budget should focus on key investments, prioritizing schools and sectors of regional and international stature.
In particular, higher education institutions have been identified as playing an important role in implementing national development strategies approved in Resolutions of the Politburo, the National Assembly and the Government.
Accordingly, if the Ministry of Education and Training soon issues the Plan for the network of higher education and pedagogical institutions for the period 2021 – 2023, with a vision to 2050, the State will have a basis to focus key investment resources on higher education institutions.
Thereby contributing to the successful implementation of national strategies approved by the Party and State.
From the current situation of Vietnam Maritime University, Mr. Son said that if the school is included in the National Key Higher Education Institutions Planning, there will be many conditions and opportunities for the school to make a breakthrough in the future.

First is the advantage in increasing investment capital attraction to build facilities, upgrade and modernize classrooms, specialized practice rooms and key laboratories.
The second is to attract a team of teaching experts and professional scientific researchers to gradually develop a reasonable training scale, closely linked to consolidating and improving training quality, contributing more and more effectively to the successful implementation of the country's marine economic strategy as well as maintaining sovereignty over seas and islands, ensuring national security and defense.
In addition to being focused on investment and development, the School will have favorable conditions to promote in-depth, interdisciplinary, and cross-field research activities, master technology, shape technology, and catch up with regional and world levels in a number of key and spearhead research areas of the School such as: Marine Science; Design, construction, and repair of ships, floating structures, and military vessels; Marine and continental shelf structures; Marine economy; Logistics, Management, and protection of the marine environment;….
“To do that, Vietnam Maritime University in particular and higher education institutions nationwide in general need the support and attention of the Party and State with key investment policies and guidelines for higher education.
This is an issue that needs to be given special attention, contributing to the development of the country's education as well as being the key to creating breakthroughs in the country's strengths.
Thereby, contributing to the successful implementation of national strategic goals, while ensuring national defense and security”, the Vice President of Vietnam Maritime University expressed.
