Giám đốc Sở GD Tây Ninh chia sẻ những thách thức trong tuyển dụng giáo viên

At the end of the 2023-2024 school year, the Ministry of Education and Training said the education sector still lacks more than 113,000 teachers nationwide. The sector's attractiveness is still limited; the number of teachers leaving or reaching retirement age is high; and the lack of sources to recruit teachers for some specific subjects are some of the reasons leading to this situation. [1]

Faced with this reality, the education sector in many localities hopes that the Law on Teachers will soon be considered to resolve the above difficulties. Because one of the important contents proposed by the draft Law on Teachers is to delegate the right to directly recruit teachers to educational institutions. In addition, teachers' salaries are also proposed to be ranked highest in the administrative career salary scale system.

These contents are assessed to help local education sectors be more proactive in recruiting and using teachers, increasing the attraction of resources into the sector.

Reporters of Vietnam Education Electronic Magazine had an interview with Mr. Nguyen Van Phuoc – Director of the Department of Education and Training of Tay Ninh province to learn about the current situation of surplus and shortage of teachers and the plan to recruit education officials before the 2024-2025 school year.

Reporter: Sir, the situation of local teacher surplus and shortage and teachers resigning has been a difficult problem in many localities in recent times. What is the situation in Tay Ninh province?

Mr. Nguyen Van Phuoc: Up to this point, the situation of surplus and shortage of teachers, teachers resigning from public preschool and general education levels is happening in many localities across the country, including Tay Ninh.

In Tay Ninh, the shortage of teachers occurs most in areas such as Trang Bang town; Go Dau, Tan Chau and Tan Bien districts; schools in remote and border areas; and some places with difficult socio-economic conditions are the areas with the most shortage of teachers.

Statistics show that Tay Ninh province is short of 1,038 teachers. Specifically, preschools are short of 407 teachers; primary schools are short of 131 teachers; middle schools are short of 255 teachers; high schools are short of 245 teachers. The subjects that need the most teachers are English, Information Technology, Music, and Fine Arts.

In the 2023-2024 school year, the province will have 164 teachers quitting their jobs at all levels. Of these, 22 are preschool teachers; 63 are primary school teachers; 51 are middle school teachers; and 28 are high school teachers. The situation of teachers quitting their jobs occurs mainly in places with developed socio-economic conditions and easy job transfers such as towns, cities, and industrial parks.

In recent years, the Department of Education and Training has directed to overcome the problem of teacher shortage by many measures such as guest lecturers, contracts, teaching overtime, recruiting teachers many times a year in accordance with the regulations of the Ministry of Education and Training. Therefore, basically, the locality still ensures the correct and sufficient implementation of the preschool education program and the new general education program according to regulations.

In addition, the surplus of teachers in the locality only occurs locally between schools and districts because they cannot be transferred due to geographical distance. This problem is also handled by localities by arranging teachers to teach between schools to ensure the standard number of hours for each grade level.

Reporter: So what is the cause of the shortage of teachers and teachers resigning in the locality, sir?

Mr. Nguyen Van Phuoc: The problem of teacher shortage in the area is largely due to the number of teachers retiring and quitting each year being greater than the number of new teachers recruited.

Another reason for this situation is the regulation on teacher training standards according to the 2019 Education Law. Currently, preschool teachers require a college degree or higher; primary and secondary school teachers require a university degree or higher. Therefore, the recruitment source in Tay Ninh province is somewhat limited, and qualified personnel are often concentrated in high-income areas such as Ho Chi Minh City.

Currently, Ho Chi Minh City also lacks teachers, but the city has a very high income increase policy. The coefficient of additional income adjustment for cadres, civil servants and public employees in this city from 2023 is 1.5 times the salary according to the rank and position.

Meanwhile, teachers in Tay Ninh province still receive salaries and allowances according to the general regulations of the whole country, without any specific mechanism. Especially in border areas, because there is no policy to attract human resources, there are almost no teachers registered for recruitment, especially preschool teachers.

In public educational institutions, teachers quit their jobs mainly because the salary regime and policies are still inadequate and not enough to cover living expenses.

Currently, teachers working in the first 5 years have an average income from salary and allowances of only about 6 million VND/month. Meanwhile, the essential costs for life are quite high. This forces some teachers to switch to other jobs with higher income. On the other hand, the development of the socio-economy has created many other job opportunities for teachers.

Although in recent years, the Tay Ninh education sector has been determined to innovate the management mechanism, changes in some schools are still slow and do not meet the requirements of the sector, leading to great work pressure on teachers.

Some older teachers after the Covid-19 pandemic showed signs of declining health and could not ensure teaching in class, so they asked for leave to treat their illness.

Reporter: Sir, what is the local demand for teacher recruitment for the new school year? In the context of limited recruitment resources, does Tay Ninh province place teacher training orders with higher education institutions?

Mr. Nguyen Van Phuoc: In the 2024-2025 school year, Tay Ninh's education sector needs to recruit 407 preschool teachers, 131 primary school teachers, 255 junior high school teachers (the subjects in greatest need are Literature, Math, Biology, History, Geography with over 35 teachers/subject) and 245 high school teachers (in particular, Literature, History, Music, and Fine Arts need over 20 teachers/subject).

Since the beginning of 2024, the locality has recruited 55 preschool teachers, 24 primary school teachers, 42 middle school teachers and 52 high school teachers.

To overcome the shortage of teachers in the area and ensure the quality of local education, currently some districts, towns and cities are still in the process of organizing recruitment.

Besides, the province's need to recruit preschool teachers is very large and urgent, so the locality ordered training for teachers at this level with Tay Ninh Pedagogical College.

For other levels of education, the locality takes recruitment sources from universities in neighboring provinces. Every year, the Department of Education and Training of Tay Ninh and the People's Committees at the district level organize recruitment many times a year to make full use of the source of teacher training students from these provinces.

Reporter: The draft Law on Teachers proposes that “the authority to recruit teachers will be the responsibility of the direct educational management agency of that institution”. In addition, the draft also proposes to rank teachers' salaries as the highest in the administrative career salary scale. If the draft is passed, will the difficulty of recruiting teachers in localities be resolved?

Mr. Nguyen Van Phuoc: In the current teacher recruitment process, the step that takes the longest is the step of approving the recruitment plan by the Department of Home Affairs. If the Draft Law on Teachers is passed, it will help the teacher recruitment process become more flexible, effective and suitable to reality.

Education management agencies can respond quickly to the needs and characteristics of each locality, promptly supplement human resources when there is a shortage, ensure that the quality of education is not affected, thereby removing many difficulties and improving the quality of local education.

In addition, local education authorities can develop specific, realistic recruitment criteria and closely monitor the recruitment process to ensure the quality of teachers selected. This encourages competition and improves quality: schools can compete fairly in recruiting good teachers, thereby improving the quality of teaching and learning.

The proposal of the draft Law on Teachers to rank teachers' salaries as the highest in the administrative career salary scale shows the appreciation of the role of the teaching profession in society. This proposal creates fairness between the teaching profession and other professions, while also helping to increase teachers' motivation and working spirit, thereby improving the quality of teaching and learning.

Attractive salaries also help the industry attract qualified and capable human resources, minimizing brain drain.

Thus, this proposal not only helps improve the recruitment of new teachers but also contributes to improving the quality of education and training in the long term.

Reporter: Currently, what policies does the Tay Ninh education sector have to attract teachers? Do you have any recommendations or proposals for the Ministry of Education and Training to have additional incentive policies to motivate and encourage teachers?

Mr. Nguyen Van Phuoc: Currently, Tay Ninh Department of Education and Training has been synchronously implementing current regulations to build human resources.

Specifically, the province prioritizes recruiting teachers with high professional qualifications, experience and many achievements in teaching. If teachers have many good achievements, they will be transferred to specialized schools or schools with many achievements in Tay Ninh city, towns and townships and will be fully and promptly paid teacher allowances according to regulations.

Tay Ninh Department of Education and Training also focuses on training and fostering staff, organizing training courses and professional development for teachers to improve their professional qualifications and teaching skills.

In addition, over the years, the province has always focused on dedicating resources to improving facilities and teaching equipment, creating favorable conditions for teachers to work with peace of mind and dedication; promptly rewarding teachers with outstanding achievements in teaching and educating students.

To attract preschool teachers to the locality, the Department of Education and Training of Tay Ninh is advising the Provincial People's Committee to submit to the Provincial People's Council a “Resolution on policies to support preschool teacher training in the province”. This document is expected to be approved by the Provincial People's Council in 2024.

In addition to the contents being developed by the Law on Teachers, the leaders of the Department of Education and Training of Tay Ninh province also proposed that competent authorities pay attention to, research, and issue a number of policies such as:

Increase salaries, allowances and other benefits for teachers, especially in disadvantaged areas. There should be policies to support housing and living expenses for teachers.

Provide regular training and professional development programs, and create conditions for teachers to participate in international courses and seminars to improve their qualifications.

Build a clear career path, create opportunities for teachers to develop their careers, encourage teachers to dedicate themselves and stay with the profession for a long time.

Invest in modern facilities and teaching equipment, creating a safe, friendly and professional working environment.

Organize activities to reward and honor teachers with outstanding achievements, contributing to enhancing the position of the teaching profession in society.

Provide psychological and health support services to teachers to help them relieve work pressure and balance their lives.

The implementation of these policies will contribute to attracting, retaining and motivating teachers, improving the quality of education, and meeting the development requirements of the education sector in the new period.
