Dự thảo chuẩn năng lực của GV dạy học bằng ngoại ngữ: Nhiều thầy cô khó đạt

Recently, the Ministry of Education and Training has chaired and coordinated with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and branches to draft a Decree regulating teaching and learning in foreign languages ​​in educational institutions, to submit to the Government for consideration and approval.

The draft has a number of additions and corrections compared to Decision No. 72/2014/QD-TTg of the Prime Minister, after the Ministry of Education and Training reviewed and studied the practical situation over the past 10 years.

This will be a “push” for educational and training institutions to invest more in the quality of teaching and learning in foreign languages, but it is also a challenge for localities, when there are not many teachers who meet foreign language proficiency standards.

There are still many teachers who have not met the foreign language proficiency standards as in the draft.

In the draft Decree regulating teaching and learning in foreign languages ​​in educational institutions, the requirement on foreign language proficiency standards for teachers has attracted special attention from many educational training institutions.

Specifically, in Article 5, Chapter 1, regulations on foreign language proficiency: Primary and secondary school teachers must have a minimum foreign language proficiency of level 4, high school teachers must have a minimum foreign language proficiency of level 5 according to the 6-level foreign language proficiency framework for Vietnam or equivalent.

Speaking to reporters of the Vietnam Education Electronic Magazine, Mr. Nguyen Van Hung – Head of the Department of Education and Training of Quang Ngai City (Quang Ngai Province) said that the city currently has 1,891 general education teachers, of which 179 are foreign language teachers.

“Currently, 100% of foreign language teachers in the city have a minimum level 4 foreign language proficiency. The teachers teaching the remaining subjects mainly have level 1 and level 2 foreign language proficiency. Thus, currently, in the locality, the capacity of the teaching staff does not meet the criteria on qualifications in the draft, if the program of teaching some subjects in a foreign language is implemented,” Mr. Hung added.

To enhance the capacity for teaching in foreign languages, the Department of Education and Training of Quang Ngai city, based on the project of schools, is reviewing the foreign language capacity of teachers, advising the City People's Committee on the plan for training and fostering teachers, in order to gradually meet the needs according to the plan.

This is also a common concern of many high schools, especially schools in difficult areas across the country.

Mr. Hoang Dinh Thong – Principal of To Huu High School (in a disadvantaged commune in Quang Dien district, Thua Thien – Hue province) shared: “The quality of the school's teaching staff is still limited in many aspects, the overall quality of education is not consistent between subjects. In particular, for foreign languages, the lack of subject teachers has significantly affected the learning outcomes of students.

The quality of teaching is not high, the percentage of Good and Excellent students is low, the percentage of Weak and Poor students is high. Most students from lower levels are still hesitant to learn foreign languages ​​and have “gaps” in basic knowledge, very weak in the 4 subject learning skills, especially speaking and reading skills.

The annual high school graduation exam is often conducted in the form of multiple choice tests, which affects teachers' teaching and somewhat neglects other skills. In addition, teaching aids and equipment are not uniform and are still lacking compared to actual teaching requirements.

“In response to the urgent need to strengthen the implementation of foreign language teaching and learning tasks, To Huu High School has directed the professional team to develop specific plans for each school year/month/week, and strictly implement the content of the foreign language teaching program.

In addition, school teachers are also receiving regular foreign language training, with the goal of not only teaching foreign languages ​​well but also being able to approach teaching science subjects in English.

Based on the school's financial resources and social contributions, the school has gradually improved its facilities for teaching and learning foreign languages ​​according to the implementation roadmap. At the same time, it has built subject classrooms, audio-visual rooms, multimedia rooms, equipped with teaching equipment and tools, provided enough textbooks, teacher's books, and reference books for teachers; and added more reference books to the school library. In addition, the public Internet room is regularly open to create conditions for students to exploit online learning information,” emphasized Mr. Thong.

Need to overcome the gap in foreign language proficiency between regions

Accordingly, Mr. Hoan said: “The recruitment of teachers, especially teachers for mountainous districts, is the most urgent issue. Recruitment is carried out according to the approved plan, in which priority is given to excellent graduates or those with international English certificates. Once enough are recruited, the Department of Education and Training will have a plan to train and improve teachers' teaching capacity to meet the requirements in the draft.

In the context of the large gap in English teaching and learning between regions, the Department will focus on building a team of volunteer teachers with a spirit of community service to support educational institutions in particularly difficult areas, especially mountainous districts and ethnic minority areas.

In addition, continue to direct the promotion of digital transformation, deploy electronic lesson plans, build a warehouse of English teaching materials, to help students, especially students in mountainous districts and ethnic minority areas, access and study with teachers of international quality standards.

According to Mr. Hoan, since 2020, the Department of Education and Training of Nghe An province has advised the Provincial People's Committee to issue the project “Improving the quality of foreign language teaching and learning in educational institutions in Nghe An province for the period 2020-2025, with a vision to 2030”.

After 4 years of synchronous implementation of solutions, the results of foreign language teaching in Nghe An have achieved many positive signals in both key and general aspects. The province aims to have 50% of general schools qualified to implement enhanced English programs according to the needs of students and parents by 2025.

Educational institutions proactively coordinate with foreign language centers with foreigners to develop enhanced English programs, with a commitment to output standards for each class and level, and at the same time publicly announce them to students, parents and the community to monitor quality. In addition, the Department directs the teaching of foreign languages ​​to be enhanced independently from testing, assessment and granting of international certificates to learners. At the same time, it will strengthen the direction of teaching and assessment activities for students, in line with the development of qualities and abilities.

Build playgrounds and English experience environments for students, organize English teaching clubs for people at community learning centers, especially in localities with potential for tourism development, to be exposed to and learn from foreign English teachers, contributing to creating interest in learning foreign languages.

At the same time, direct educational institutions to focus on training, arranging and properly using the school's English teachers to meet international standards, participating in teaching the school's enhanced English program or other educational institutions in the area, in order to motivate teachers and contribute to improving material life, creating an emulation movement in teaching English in the whole province.

The project of teaching in foreign languages ​​must be completed soon.

Not only enhancing foreign language teaching, the draft “Decree regulating teaching and learning in foreign languages ​​in educational institutions” also states: “Educational institutions implementing Vietnam's general education program can teach and learn some subjects, educational activities or some content of some subjects, educational activities in foreign languages, with priority given to subjects in the fields of Mathematics, Natural Sciences, Technology and Information Technology”.

This is completely consistent with the spirit of Conclusion No. 91-KL/TW of the Politburo: “Focus on improving foreign language skills of students, gradually making English the second language in schools”.

However, according to the Head of the Department of Education and Training of Quang Ngai city, up to now, no local educational unit or institution has submitted a project to organize the implementation of a teaching and learning program in a foreign language.

Because there are no foreign language teaching and learning programs and materials, there is no legal basis for organizing assessments and tests for each specific program.

Mr. Nguyen Van Hung shared: “I think that teaching in a foreign language is a special teaching organization model, which needs specific and clear regulations on teaching hour norms, policies for teachers and scholarships for students (similar to regulations for teachers and students of specialized schools); support all training costs and foreign language proficiency development for teachers when participating”.

To encourage educational institutions to quickly submit a Project to organize teaching and learning in foreign languages, the Department of Education and Training of Quang Ngai city will review and survey the need for teaching and learning foreign languages ​​at general education institutions so that schools have a basis to develop the Project.

According to Mr. Hung, in the coming time, the City Department of Education and Training will proactively select a number of units (junior high school level) with a team of teachers and students with foreign language proficiency meeting the requirements of foreign language teaching and learning to implement the Project to organize the teaching of a number of priority subjects (Math, Natural Sciences, Technology and Information Technology).

Mr. Hung also said: “Organizing teaching and learning in foreign languages ​​in educational institutions will depend on the curriculum prescribed by the Ministry of Education and Training; on the other hand, the conditions for organizing teaching and learning in foreign languages ​​(according to Chapter II of the draft) require systematicity and long-term vision.

At the same time, at the primary level there are currently 5 grades, and at the secondary level there are 4 grades. The construction of the Project must have a comprehensive vision to evaluate the implementation results in a process.

Therefore, the Decision approving the Project on organizing teaching and learning in foreign languages, effective for 5 years from the date of signing, is in accordance with regulations, reality and suitable for the process of organizing teaching and learning at the facility.

“Every 5 years to re-evaluate the results of the Project implementation, as well as to review the implementation conditions according to the provisions in Articles 4 to 9 (draft) to supplement and change them to suit the actual situation of the locality is necessary. Based on Clauses 1, 2, 3, Article 13 (draft) with very detailed and specific regulations, I think there will be no difficulty in implementing the extension of the Project every 5 years” – Mr. Nguyen Van Hung expressed.
