ĐH Bách khoa Hà Nội đạt 25/28 chỉ số theo Chuẩn CSGDĐH dù 2025 mới cần kê khai

Earlier this year (February 5, 2024), the Ministry of Education and Training issued Circular No. 01/2024/TT-BGDDT on standards for higher education institutions (Circular 01), effective from March 22, 2024.

These are the minimum requirements for quality assurance conditions and performance indicators of a higher education institution. The Ministry of Education and Training requires higher education institutions to provide, update, fully, accurately and consistently data to serve the determination of indicators and assessment of the level of meeting the criteria of higher education institution standards into the higher education database system.

The closing date for data is December 31 of each year; for financial data, the closing date is March 31 of the following year. The standards for higher education institutions will be applied to higher education institutions from 2025.

Thus, higher education institutions have 1 year to review and improve quality according to the standards and criteria of higher education institutions.

According to the investigation of the reporter of Vietnam Education Electronic Magazine, although the time to apply the standards for higher education institutions (2025) has not yet come, up to this point (July and August 2024), a number of higher education institutions have publicly disclosed the results of meeting the standards and criteria as prescribed in Circular 01 on standards for higher education institutions.

Hanoi University of Science and Technology is considered one of the top universities in the country in training in the field of engineering and technology. Previously, in December 2022, the Prime Minister issued Decision No. 1512/QD-TTg to convert Hanoi University of Science and Technology into Hanoi University of Science and Technology. This is also the first higher education institution to change from “university” to “university” after the Law on Higher Education 2018 and Decree 99/2019/ND-CP guiding the implementation of the law came into effect.

In July 2024, Hanoi University of Science and Technology officially announced the 2023 Annual Report. In this report, Hanoi University of Science and Technology has a statistical table, comparing with the standard assessment indicators of higher education institutions issued under Circular No. 01/2024/TT-BGDDT.

The standards for higher education institutions (Circular 01) include 6 standards, including: Organization and administration, lecturers, facilities, finance, enrollment and training, research and innovation. These 6 standards are specified into 20 criteria with 28 indicators.

The comparison results show that Hanoi University of Science and Technology achieved 25/28 indexes According to the regulations of university education standards. 3 indicators have not been met related to standards of organization and administration, facilities.

HEMIS – Higher Education Management Information System, is a database system on higher education built and managed uniformly by the Ministry of Education and Training.

Specifically, regarding organization and administration, Circular 01 requires higher education institutions to have a stable organizational structure and an effective and transparent management system. In particular, criterion 1.4 clearly states that management data on learners, quality assurance conditions and performance results of higher education institutions must be interconnected, updated fully, accurately, promptly and consistently on the HEMIS system.

Circular 01 sets the threshold for completing this index at 100%, in reality Hanoi University of Science and Technology achieved 69%.

Regarding the standards of facilities, Hanoi University of Science and Technology has 2 indicators that have not met the prescribed threshold, including: Land area/student (m2) and the rate of subjects ready for online teaching.

Specifically, criterion 3.4 of Circular 01 stipulates that the number of courses available for online teaching accounts for at least 10% of the total number of courses taught in the year. In fact, in this content, Hanoi University of Science and Technology has only achieved 1%.

In addition, Circular 01 stipulates that from 2030, the average land area (with coefficients based on campus location) per full-time student converted according to level and field of training must not be less than 25m2 (criterion 3.1). However, in reality, this index of Hanoi University of Science and Technology is only 13m2, which is only about half of the requirement. This is also a common difficulty of many training institutions today, especially schools located in the inner city areas of large cities.

Although many schools have planned land, relocation has encountered many difficulties and has been slow for many years. On the other hand, the problem of expanding training facilities is not easy, because expanding the area in central areas where “every inch of land is gold” such as Hanoi and Ho Chi Minh City in the current context is almost impossible. Meanwhile, expanding training facilities to neighboring provinces of the central area also poses many barriers because the location is far from the center, creating many inconveniences in the movement of both students and lecturers, living conditions, entertainment, etc. These factors directly affect the effectiveness of enrollment.

This is really a difficult problem for many universities today and requires overall planning orientation and solutions.

In that context, universities are increasingly focusing on investing in construction to serve training to partly overcome the limitations of limited land funds.

Currently, statistics show that the floor area per student of Hanoi University of Science and Technology reaches 5.0m2/student, nearly twice as high as the required threshold of 2.8m2.

It is known that in 2023, the total floor area renovated, repaired or put into new use to serve teaching, research and support learners of Hanoi University of Science and Technology is 9,006 m2, an increase of 84.9% compared to 2022.

The University's leaders said that by 2025, the unit will strive to have 100% of lecturers have separate working seats to create a working environment for staff to maximize their research and teaching capacity.

Many indicators meet or exceed standards

In addition to the 3 indicators that have not met the regulations, the remaining 25 indicators are all well met by Hanoi University of Science and Technology, with many indicators even far exceeding the prescribed standard threshold.

For example, regarding lecturers, Circular 01 requires training institutions that provide doctoral training to ensure that the proportion of full-time lecturers with doctoral degrees is not lower than 40% and from 2030 not lower than 50% (criterion 2.3).

Meanwhile, the current percentage of lecturers with doctoral degrees at Hanoi University of Science and Technology is 77%, 37% higher than the standard threshold.

Hanoi University of Science and Technology said that in 2023, in parallel with the restructuring process according to the University model, the training and fostering of management capacity for leaders and managers at all levels will also be focused on strengthening.

Also in 2023, Hanoi University of Science and Technology has implemented the project “Attracting excellent lecturers” and “Creating a source of lecturers for the period 2023-2030” with the aim of recruiting and building a successor human resource to ensure sustainability in the school's development strategy.

Regarding research and innovation activities, the completion indicators of Hanoi University of Science and Technology also far exceed the prescribed standard threshold.

Specifically, criterion 6.1, Circular 01 stipulates that the proportion of revenue from scientific and technological activities to the total revenue of a university providing doctoral training (weighted by field), calculated on average in the last 3 years, must not be lower than 5%. Currently, this ratio of Hanoi University of Science and Technology is 5.4%.

Criterion 6.2, Circular 01 stipulates that the average number of scientific and technological publications per full-time lecturer is not less than 0.3 articles/year. As a result, Hanoi University of Science and Technology achieved 2 articles/year. Of which, the number of articles listed in the Web of Science or Scopus index reached 1.1 articles/year, far exceeding the standard threshold of 0.3 articles/year.

In its operational strategy, Hanoi University of Science and Technology has developed a Project to develop strong research groups and centers of excellence for the period 2023 – 2028.

Accordingly, the Director of Hanoi University of Science and Technology has issued a decision to establish 2 research laboratories in the field of Biotechnology – Food Technology, 13 research laboratories under the School of Electricity – Electronics and continues to carry out appraisal to approve the establishment of research laboratories under the School of Mechanics, School of Materials, School of Chemistry and Life Sciences (these schools belong to Hanoi University of Science and Technology).

In addition, the University also adjusted the regulations for selecting, implementing and evaluating grassroots research topics to create a mechanism to attract resources outside the University to participate.

Some innovations include: increasing general funding for project topics; increasing funding to support international scientific research publications and registration of inventions, patents, and useful solutions; paying conference participation fees; encouraging the participation of businesses by increasing counterpart funding; adding topic forms for lecturers according to the Project to create a source of lecturers at Hanoi University of Science and Technology.

In order to increase funding for scientific and technological activities, Hanoi University of Science and Technology has promoted cooperation with international programs and funding funds, and with domestic academic partners. It is known that the total revenue from science and technology of Hanoi University of Science and Technology in 2023 will reach nearly 40 billion VND.

In its development strategy, Hanoi University of Science and Technology sets a vision to become a leading research university in the region with the core being engineering and technology, making an important impact on the development of the knowledge economy and contributing to maintaining national security and peace, pioneering in the Vietnamese higher education system.

After Circular 01/2024/TT-BGDĐT on university education standards was issued, there were many different opinions surrounding the criteria stated, especially the contents regarding the requirements for the ratio of lecturers with doctoral degrees, land area/student, separate working places for lecturers or requirements related to research and innovation.

With criteria that are quite comprehensive and representative of the activities of a higher education institution, the Ministry of Education and Training said that the standards of higher education institutions will be the basis for schools to compare between the previous year, the following year and in the future, between higher education institutions with each other, thereby assessing the current situation, setting goals according to each aspect, each criterion for developing higher education to meet the requirements of innovation.
