Circular No. 01/2024/TT-BGDDT on Higher Education Institution Standards is built with 6 standards and 20 criteria. Standards and criteria are the minimum requirements for quality assurance conditions and performance indicators of a higher education institution.

Standard 2 regulates the issue of lecturers, requiring higher education institutions to have a team of lecturers that meet the requirements in terms of quantity, qualifications and time to ensure the quality of teaching and research.

Accordingly, the criteria for the ratio of full-time lecturers with doctoral degrees with the ratios according to each stage and each type of training facility are as follows:

“The proportion of full-time lecturers with doctoral degrees is not lower than 20% and from 2030 is not lower than 30% for higher education institutions that do not provide doctoral training; not lower than 5% and from 2030 not lower than 10% for schools that train specific fields that do not provide doctoral training.

This rate is not lower than 40% and from 2030 is not lower than 50% for higher education institutions with doctoral training; not lower than 10% and from 2030 not lower than 15% for specialized training schools with doctoral training.

Talking to a reporter from Vietnam Education Electronic Magazine, Dr. Tran Manh Ha – Principal of Vinh University of Industry said this is a large rate and a challenge for many higher education institutions in Vietnam. current time.

In fact, training and recruiting a lecturer with a doctorate degree is not easy. Therefore, to meet the standards for lecturers as stipulated in Circular 01, educational institutions must have a long-term development plan and strategy as well as build training, fostering and attraction mechanisms and policies. According to Mr. Ha's share, because it is a private higher education institution located in a province, Vinh University of Industry still faces many difficulties and limitations in fully meeting the criteria and standards at the university. private.

“Currently, Vinh University of Industry is training university degrees and is affiliated with the National Economics University to train master's degrees. In the school's development roadmap, there are also desires, plans and plans to train at the doctoral level.

However, if the requirement must be no lower than 40% and from 2030 no lower than 50% for higher education institutions with doctoral training, it will be a huge challenge for the school.

For private higher education institutions, they are completely financially autonomous, so their revenue source depends mainly on tuition revenue.

In terms of position, Vinh University of Industry is a higher education institution located locally, far from major socio-economic centers, so enrollment conditions are limited. Difficulty recruiting students will affect the implementation of the school's development strategy as well as the implementation of policies for lecturers and employees.

Also discussing this issue, Associate Professor, Dr. Doan Duc Tung – Principal of Quy Nhon University said that improving lecturer qualifications is not an “overnight” thing but must have a roadmap, specific plan. In fact, achieving the ratio of lecturers as required in Circular 01 is not easy.

In theory, higher education institution standards are issued by the Ministry of Education and Training with the goal of increasing the number and quality of lecturers in each training unit.

This is a practical direction to develop high-quality human resources, promote international integration, and is suitable in the current educational context.

However, in reality, not all units have enough internal resources and conditions to easily meet the conditions specified in the circular.

Sharing from practical experience of Quy Nhon University, Mr. Tung said that currently, the rate of full-time lecturers with doctoral degrees at the school is more than 50%, surpassing the standard rate of higher education institutions. required and the school is aiming to achieve higher rates in the coming years.

However, to achieve current results, the school had to build a specific roadmap and make efforts to implement it for the past 10 years.

So it can be seen that higher education institutions will need a lot of time to consolidate, improve and develop their teaching staff. To meet the lecturer standard requirements as prescribed by Circular 01, schools will have to develop specific plans and roadmaps because the prescribed ratio is not small in reality.

Because it is a “common standard”, it will be difficult to implement

Based on statistics from the Ministry of Education and Training, the doctoral level nationwide in 2022 is 31.68%; in 2023 it is 31.95% and in 2024 it is 33%.

Accordingly, the proportion of higher education institutions with high doctoral degrees is concentrated in a few large universities, in large cities and with doctoral training.

Therefore, up to now, for higher education institutions that do not provide doctoral training, the majority of schools have only approached and reached the level of not less than 20%.

According to Dr. Nguyen Van Thanh – Vice Principal of Kien Giang University, based on current statistics, the percentage of full-time lecturers with doctoral degrees at the school is approaching nearly 20%. Most majors have met the number of doctoral-level lecturers, but there are still some majors that have not met the quantity requirements.

Therefore, the school is making great efforts to achieve the regulation on the ratio of full-time lecturers with doctoral degrees as prescribed in the Higher Education Institution Standards, striving to be no lower than 30% by 2030 if the school still Only training at university level and not lower than 50% if the school trains at doctoral level.

In fact, it takes 4-7 years to train a PhD. Not to mention the number of lecturers at higher education institutions is also difficult to stabilize when every year there is a loss due to lecturers transferring jobs or reaching retirement age.

Therefore, the work of building and supplementing a team of doctoral-level lecturers is one of the key tasks, especially important in the development strategies of many units. On the other hand, this is also a task with many difficulties and challenges.

To achieve the proportion of full-time lecturers with doctoral degrees, higher education institutions must develop many policies to attract, train or internal spending regulations, emulation and rewards to create favorable conditions. events, encourage lecturers to go to school and attract highly qualified lecturers to work at the school.

According to Dr. Nguyen Van Thanh, Kien Giang University determined that the unit's responsibility is to improve the capacity of lecturers. Currently, the school is striving to achieve the criteria and standards required in Circular 01.

Accordingly, although only training at the university level, the school has developed a plan and roadmap that by 2030 the unit will have enough capacity to train at higher levels.

To be able to meet the requirement from 2030 of not less than 30% for higher education institutions that do not train doctoral degrees and 50% for higher education institutions that train doctoral degrees, the school has issued a Public Resolution. Training and fostering for lecturers to ensure salaries and benefits.

With those supportive and encouraging policies, lecturers who participate in graduate studies to improve their qualifications, in addition to receiving support from scholarships, also receive support from the school's resources. From there, lecturers have more motivation to register for graduate students, and it is also easier for the school to attract and retain highly qualified lecturers.

“It can be seen that Circular 01 is both a regulation for higher education institutions to follow to ensure training quality as well as carry out the accountability of higher education institutions according to the provisions of law. On the other hand, this is also a motivation for units to try to comprehensively develop their scale and capacity.

Because, the higher and stronger the training team, the better the quality of training will be. Implementing and meeting the requirements in the circular also contributes to the further development of higher education institutions,” said Dr. Nguyen Van Thanh.

Meanwhile, according to Dr. Tran Manh Ha, when the competitiveness and internal resources of local universities are still modest, it is necessary to strengthen the training of local resources.

In addition, if we want lecturers to stay for a long time, units must provide mechanisms and remuneration policies so that employees can feel secure in their work and stick with the school.

To be able to achieve the ratio of lecturers as required in the lecturer standards in Circular 01, schools will have to further promote policies for highly qualified workers to make it easier to attract lecturers. Doctoral degree from school of work.

Assessing the current conditions of the school, Mr. Ha believes that Circular 01 should be flexibly applied to the criteria for facilities and teaching staff to suit each type of school to avoid leading to many inadequacies in the implementation process.

Accordingly, when applied flexibly, training facilities will have less pressure and reporting will be more convenient. On the other hand, the inspection and examination process of management departments will also be much more effective and easier.

In cases where units are not allowed to flexibly apply the criteria and standards specified in Circular 01, the Principal of Vinh University of Industry recommends that the Ministry of Education and Training should develop standards in each stage, Divide the scale to suit the context and actual conditions. This will reduce the pressure on schools when they are pressured to a large extent right from the beginning, on the other hand, it will also create conditions for schools to carry out reporting.

Agreeing with the above viewpoint, Associate Professor, Dr. Doan Duc Tung also said that the fact that Circular 01 does not differentiate between types of schools will easily lead to many inadequacies in the implementation process.

In fact, the scale of higher education institutions has many differences, so it is impossible to compare the requirements of universities with those of universities, and of universities in centrally run cities with those of universities. locally located universities as one.

Accordingly, Mr. Tung worries that, although the school's faculty ratio has exceeded the standard requirements, currently, Quy Nhon University is still facing difficulties in infrastructure requirements and criteria.

One of the requirements for facilities standards according to Circular 01 stipulates that at least 70% of full-time lecturers are allocated separate working areas, tables and chairs at higher education institutions, in rooms. common or private but not less than 6m2 for each person.

“When the total land area of ​​the schools is different, it is impossible to attribute the conditions of schools located in big cities to schools located in provinces and local universities. Because this can be an advantage. For schools in the suburbs, they have a large area, but it will be a challenge for schools in the inner city that were built before, with limited campus area,” Mr. Tung said.
