Ho Chi Minh City University of Economics and Finance (UEF) was established on September 24, 2007 under Decision No. 1272/QD-TTg of the Prime Minister.
Information from the school's website says that UEF pursues the goal of becoming the leading university in Vietnam and aims for international training standards associated with a comprehensive educational philosophy – lifelong learning.

The employment rate of students 1 year after graduation in many fields is below 90%.
According to the public announcement of actual training quality information of Ho Chi Minh City University of Economics and Finance in the 2024-2025 school year, the current training scale (as of May 30, 2024) is 14,476 students. Of which, the training scale has 13 PhD students, 843 masters and 13,620 full-time university students.
Of the 13,620 full-time university students, the Business and Management field has the largest training scale (7,396 students). The Humanities field trains 1,277 students; the Law field has 1,155 students; the Journalism and Information field has 919 students; the Computer and Information Technology field has 782 students; the Tourism, Hotel, Sports and Personal Services field has 661 students; the Social and Behavioral Sciences field has 560 students; the Engineering Technology field has 616 students; the Arts field has 169 students; the Mathematics and Statistics field has 85 students.
Compared to the data mentioned in the public announcement of UEF's actual training quality for the 2023-2024 academic year, the training scale this year increased by 2,431 people. The rate of graduates having jobs after one year of graduation is 87.9%.
Statistics on the employment rate of students after 1 year of graduation in the 2024-2025 public report of the Ho Chi Minh City University of Economics and Finance show that the employment rate of students after 1 year of graduation in many fields is below 90% such as: Computer and information technology (89.4%); Business and management (88.3%); Law (83.3%); Humanities (84.6%); Social and behavioral sciences (87.9%); Journalism and information (86.4%).

Data on graduates and the employment rate of students after 01 year are made public in form 18, the third public report for the 2024-2025 school year, showing that there are 1,243 graduates, of which excellent students account for 12.7%, good students account for 32.5%, and fair students account for 47.6%.
The Humanities field has the highest percentage of excellent graduates, accounting for 19.8%. The Tourism, Hospitality, Sports and Personal Services field has the number of excellent graduates at 49%.
Regarding facilities for training and research, the school's 2024 Enrollment Plan lists the total land area of the school as 69,033.3 hectares. However, compared with the information in Form 19 of Public Information on Facilities of the University of Economics and Finance in 2024-2025, the school's land area is 73,095.70 square meters.
The school has 16 practice rooms/workshops; 8 multi-purpose gyms; 5 halls; 286 classrooms; 9 multimedia classrooms; 3 libraries/learning resource centers.

University standards require a land area/student ratio of 25m2, UEF only reaches 21.4%
According to Criterion 3.1., Standard 3, Circular No. 01/2024/TT-BGDDT of the Ministry of Education and Training on Standards for Higher Education Institutions, from 2030, the average land area (with coefficient according to campus location) per full-time student converted according to training level and field is not less than 25m2.
According to the public information form on facilities for the 2024-2025 school year of Ho Chi Minh City University of Economics and Finance, the land area/student ratio is 5.36 (ie only reaching about 21.4% compared to the Standard); the floor area/student ratio of UEF is 4.25.
Reporters wonder if the school has a roadmap to ensure this area meets the standard? When the standard is not met, how does the school plan to ensure quality?
Regarding this issue, Master Truong Thi Ngoc Bich – Director of the Information and Communication Center of Ho Chi Minh City University of Economics and Finance said: “The school is having a suitable roadmap to meet the standards and criteria on facilities as prescribed in Circular No. 01/2024/TT-BGDDT. Currently, the school focuses on building a friendly and dynamic learning environment and creating a creative space for students to study as well as teaching for teachers”.
In addition, Form 20 publicly announces information on the permanent teaching staff of universities, pedagogical colleges, and pedagogical colleges as prescribed in Circular 36/2027/TT-BGDDT requiring a total number of lecturers. However, Form 20 of Ho Chi Minh City University of Economics and Finance does not have total data as prescribed.

Regarding this issue, Master Truong Thi Ngoc Bich shared: “Ho Chi Minh City University of Economics and Finance publicly discloses information about the University's permanent teaching staff on the electronic information page in accordance with Form 20 prescribed in Circular 36/2017/TT-BGDDT.
For the information columns related to “Professional title rank”, the School does not apply, so leave the corresponding information column blank in this Form. According to current law provisions, professional title ranks (including Ranks I, II, III) are specified in the following documents: (i) Circular 40/2020/TT-BGDDT dated October 26, 2020 of the Minister of Education and Training stipulating codes, professional title standards, appointment and salary classification for teaching staff in public higher education institutions; (ii) Circular 04/2024/TT-BGDDT dated March 29, 2024 guiding on leadership and management positions and professional title positions in the field of education and training in public higher education institutions and pedagogical colleges; These Circulars are applicable to public educational institutions and do not apply to private educational institutions.
According to data in the public announcement of information on the permanent teaching staff for the 2024-2025 academic year of Ho Chi Minh City University of Economics and Finance, the school has 1,070 permanent lecturers teaching at the university level, including 5 professors, 28 associate professors, 189 PhDs, 707 masters and 141 lecturers with university degrees.
University of Economics and Finance has 92 permanent lecturers teaching at doctoral level, including 3 professors, 16 associate professors, and 73 doctors.
The school has 211 full-time lecturers teaching at master's level, including 5 professors, 28 associate professors, and 178 doctors.
Point b, Criterion 2.3, Standard 2, Circular No. 01/2024/TT-BGDDT of the Ministry of Education and Training on Standards for Higher Education Institutions, stipulates that the proportion of full-time lecturers with doctoral degrees “is not lower than 40% and from 2030 not lower than 50% for higher education institutions with doctoral training”.
Reporters wonder how many full-time lecturers UEF has because the school's form for publicizing information about permanent lecturers does not list the total number.
UEF responded as follows: “Ho Chi Minh City University of Economics and Finance has publicly disclosed information about the teaching staff in Form 20 according to current regulations of the Ministry of Education and Training. For information related to Standard 2 of Circular No. 01/2024/TT-BGDDT, the school will publicly disclose according to the regulations in Circular 09/2024/TT-BGDDT dated June 3, 2024 of the Ministry of Education and Training”.
In addition, according to the 3rd public report of the 2024-2025 school year, some training fields of UEF do not have lecturers with the title of professor or associate professor. Master Ngoc Bich said: “The school is having a strategy for industry development and recruitment to ensure the best for teaching and training. UEF always has a recruitment policy for the fields the school trains, so this work is not facing any difficulties at present.”
Clause 3, Article 20, Circular 09/2024/TT-BGDDT stipulates the transparency in the activities of educational institutions in the national education system, requiring information about the team of lecturers, managers and employees:
a) Number of managers and employees divided by job position group;

b) Number of full-time lecturers of the educational institution and each training field divided by training level, title of professor, associate professor; list of permanent lecturers by each professional unit including: full name, level, title, expertise, field of responsibility, main research direction;
c) Number of lecturers, managers and employees trained and fostered annually according to regulations;
d) Student/staff ratio.
According to UEF's financial disclosure announcement for the 2024-2025 academic year, the regular tuition fee for the general doctoral program is 60 million VND/year; the master's program is 50 million VND/year; and the undergraduate program is 68 million VND/year.
Revenue from scientific research and technology transfer accounts for a modest proportion.
Compared to the three previous public reports (2021-2022, 2022-2023, 2023-2024), UEF's total revenue has grown over time.

According to the 3rd public report for the 2021-2022 school year, the school collected 374.46 billion VND; The 3rd public report for the 2022-2023 school year, UEF's total revenue was 502.01 billion VND. The 3rd public report for the 2023-2024 school year, the school collected 507.06 billion VND. Notably, the total revenue of these three years all came from tuition fees, while the data from scientific research and technology transfer sources; other legal sources were all left blank.
According to the public financial announcement for the 2024-2025 school year posted on the school's website, the total revenue is 557 billion VND. Of which, revenue from tuition is 550 billion VND; 1 billion VND from scientific research and technology transfer and 6 billion VND from other legal sources.
Thus, revenue from scientific research and technology transfer accounts for only 0.18%; revenue from other legal sources accounts for 1.09% of the total revenue of Ho Chi Minh City University of Economics and Finance.
Criterion 6.1., Standard 6, Circular No. 01/2024/TT-BGDDT requires that the proportion of revenue from scientific and technological activities over the total revenue of a university with doctoral training (weighted by field), calculated on average in the last 3 years, must not be lower than 5%.

It can be seen that in the past four school years, the total revenue of Ho Chi Minh City University of Economics and Finance has increased. The third public report for the 2022-2023 school year shows that the school's total revenue increased sharply, increasing by more than 125 billion VND compared to the previous school year, equivalent to an increase of more than 33%. However, in the 2023-2024 school year, the total revenue only increased slightly (more than 5 billion VND, equivalent to an increase of 1.01%) compared to the 2022-2023 school year. In the 2024-2025 school year, the total revenue increased by 49.94 billion VND compared to the previous year, equivalent to an increase of 9.8%.
According to UEF's three public reports over the past four academic years, revenue from tuition fees still accounts for a high proportion of the school's total revenue. From 2021 to 2023, 100% of total revenue comes from tuition fees. In 2024-2025, revenue from tuition fees accounts for 98.7%.
Regarding solutions to help the school increase revenue from scientific research and technology transfer as well as other legal sources, Master Ngoc Bich shared: “The school is strengthening the development of scientific and technological activities, has policies to encourage lecturers to actively participate in research, form research groups… suitable to the actual conditions of the school. According to the orientation, the school always focuses on academic and research activities for students and lecturers, thereby creating a foundation for scientific activities”.
